HomeMy Public PortalAbout09/03/74 CCM58 September 3, 1974 The Council of the City of Medina met in regular session on September 3, 1974 at 7:45 P M Members present: Mayor Wayne Neddermeyer Councilmen: Robert Franklin, Thomas Stevens, Arthur Theis Donald DesLauriers Clerk, Donna Roehl *Motion by Arthur Theis, seconded by Donald DesLauriers to dispense with reading of minutes of previous meeting and to correct the amount of payroll in the minutes of August 6, 1974 to be $6255.90. Motion carried unanimously 1. Tom Anderson, Architect Mr. Anderson discussed with council progress regarding work that needs to be completed before final payment to builder. Letter from Northair concerning furnaces and air con- ditioner was read, also, the outdoor lights and a sign near the highway were discussed. Motion by Robert Franklin, seconded by Thomas Stevens to release the remaining payment to Cates Const. upon completion of work and inspection by Architect and Mayor. Motion carried unanimously 2. John Gullickson, Maplewood Trail, plat Motion by Robert Franklin, seconded by Donald DesLauriers to accept the final plat of Maplewood Trail subject to payment of $150.00 platting fee and $533.00 park fee'and the posting of a road bond of $13,000, work to be completed within one (1) year. Also fees to be paid when hardshell is presented. Motion carried unanimously 3. Hallberg, development Mr. Hallberg appeared regarding division of a piece of property near Deer Hill Road and Willow Drive into 5 acre tracts. He inquired about the necessity of a blacktop. road and was informed that if it is to serve more than 2 homes a blacktopped road is required. Also the existing park in Medina Morningside abuts this piece of property and the possibili of dedicating a portion in that area for park purposes is a consideration. Also a trail system is a possibility. Motion by Robert Franklin, seconded by Arthur Theis to ask Planning Commission to recommend to council a position on road surfaces serving large interior lots of approximately 5 acres. Motion carried unanimously 4. Tom Humphrey, Park Comm. candidate Mr. Humphrey stated that he is a candidate for the park commission from the 2nd district and stated his position on several areas of park management. Council expressed -feeling that there is a lack of communication between the council and the park district and it's commissioners. 5. John Symoniak, dance permit Motion by Arthur Theis, seconded by Donald DesLauriers to grant permission to Medina Morningside residents under the name of John Symoniak to hold a dance in Medina Morning - side park on September 13, 1974 from 9 - 11 P M. Motion carried unanimously Discussion followed with Chief Hoover regarding excessive spped in Medina Morningside and on Willow Drive. 6. Anne Dorweiler, Land division • Anne Dorweiler informed council that Gerald Tweed had purchased 9 acres of Tract D of Margaret Faue development and he has a contract for deed for the Easterly 353 feet of same tract. Motion by Robert Franklin, seconded by Thomas Stevens to approve division of Tract D of Registered Land Survey 1368 provided that purchaser file with the city assessor a form showing combination of the two portions. Motion carried unanimously 59 7. Dave Crosby, private drive Motim by Robert Franklin, seconded by Donald DesLauriers to grant Dave Crosby permission to do driveway work on the west side of Willow Drive easement. on Hamel Road. Motion carried unanimously 8. Bob Ahlstrom, addition to Dockside Innn Mr. Ahlstrom presented plans for an addition to Dockside Inn at Lake Independence. He was instructed to present plans to Planning Commission on Sept. 16th and have Anne Dorweiler review them before the Planning Commission meeting. Motion by Arthur Theis, seconded by Thomas Stevens to hold a special meeting on Sept.16,1974 at 7:30 P M to work on the budget and consider Dockside Inn plans after the Planning Commission makes recommendations. Motion carried unanimously 9. Letter from Minnesota Pollution Control Agency Letter dated August 30, 1974 regarding sewage problems at Independence Beach will be tabled until council has had time to consult *ith engineer. 10. Elm Creek Resolution Attorney was instructed to contact Wm. Hartfeldt with questions concerning several portions of resolution before approval by council. Several recommedations were made, among them : Specific•tion_of how budget is to be approved by participants, clarifaction of withdrawal procedures, we are not willing to have vote suspended for any reason at any time, removal of Section 11 and revision of Section 12 regarding unanimous approval of participants. 11. Upgrading Arrowhead Drive Medina is to furnish the Soo Line Railroad with Liability Ins. and whoever is doing the work will furnish the city with a policy. 12. Dutch Elm disease Motion by Robert Franklin, seconded by Thomas Stevens to adopt Resolution No. 74 - 21, attached herewith and to approve Ordinance No. 152. Motion carried unanimously 13. Revenue Sharing Motion by Robert Franklin, seconded by Donald DesLauriers to instruct Treasurer to set up separate checking accounts for Revenue Sharing. Motion carried unanimously 14. Flood Insurance Motion by Robert Franklin, seconded by Donald DesLauriers to hold a public hearing on October 1, 1974 at 8:00 P M regarding flood insurance. Motion carried unanimously 15. Outstanding bills Clerk was instructed to sena aletter to all persons with an outstanding bill asking that all bills be paid immediately. Motion by Robert Franklin, seconded by Donald DesLauriers to cancel the fire call bill of Archie Nadeau of April 19, 1971. Motion carried unanimously 16. Animal Humane Society donation Request for donation tabled until attorney can research laws to determine policies re- garding donations by cities to charitable organizations. 17. St. Anne Church, license Motion by Robert Franklin, seconded by Thomas Stevens to grant a Non -intoxicating Malt Liquor license, at no charge, to St. Anne's Church and Donald DesLauriers for Sunday September 29, 1974. Also any other charitable organization requesting a license must appear in person and the license will be issued to an individual as well as the organizatio. Motion carried unanimously
