HomeMy Public PortalAbout09/04/07 Special CCM337 MEDINA CITY COUNCIL MEETING MINUTES OF SEPTEMBER 4, 2007 The City Council of Medina, Minnesota met in special session on September 4, 2007 at 6:04 p.m. in the Medina City Hall. Mayor Crosby presided. I. Call to Order — Acting Mayor Smith called the meeting to order at 6:04 p.m. Members present: Johnson, Weir, Crosby (arrived at 6:10 p.m.), Cavanaugh, Smith Members absent: Also present: City Administrator Chad Adams, Police Chief Ed Belland, Public Works Foreman Steve Scherer, and Finance Director Jeanne Day. II. 2008 Budget Work Session Adams provided an overview of the preliminary long-term financial management analysis and the memo prepared by Finance Director Jeanne Day which outlined several of the assumptions used to create the analysis. A more formal financial management plan is scheduled to be completed in 2008. Crosby arrived at 6:10 p.m. Discussion occurred on the disparity between the 4% expense inflator versus the 2.5% revenue inflator for fee revenue. Staff explained that trend history led to the assumption and that the tax levy supplements other revenue sources that do not meet expenditures. The City's community survey completed last year was discussed in relation to the needs and services desired by the residents. The consensus of the Council was that the 2008 budget met those desired services and needs. Staff was directed to review the average sq. ft. cost for road improvements for future analysis to benefit the comprehensive plan review and 2008 financial management plan. The use of impact fees or user fees was discussed. Adams stated that many City services can not be charged user fees, primarily those in public safety. Adams explained the storm water utility creation would be a good example of a user fee that can be implemented, while reducing the tax levy at the same time. Staff will continue to review this option this fall. Adams noted that use of impact fees is not legal in many circumstances. Discussion was held on the truth in taxation dates. Adams stated examples of area communities proposed levies is generally a part of that presentation. V.
