" An Ordinance Amending Ordinance No, 1700-1958, Commonly Known as
the Building Code of the City of Richmond, Indiana, Approved De-
cember 2, 1958,
WHEREAS, it is in the interest of the public health and safety
to insure that the Building Code of the City of Rich-
mond, Indiana, be clarified from time to time and that
the Building Code always be kept updated;
WHEREAS, the hereafter following changes have been recommended
by the Building Commissioner as a means of clarifying
The Building Code of the City of Richmond, Indiana, and
as a means of keeping the said Code updated;
A. That paragraph 402 of the Building Code, which
presently reads:
402. ADOPTION OF ADMINISTRATIVE BUILDING COUNCIL
OF INDIANA BUILDING RULES AND REGULATIONS,
Except where The Administrative Building Council
of Indiana -Building Rules and Regulations as ap
proved and promulgated by the Administrative.
Building Council of Indiana, and embraced in and
designated as Volume I-1967 is in conflict with
this Chapter, such Building Rules and Regulations
are hereby adopted and incorporated into the
Building Code of the City of Richmond, Indiana
as fully as though every word, clause, phrase,
sentence, sections and parts thereof were set
out herein.
Two (2) copies of The Administrative Building
Council of Indiana Buildins Rules and Re ulations
Volume I-1967 have been filed in the office o
the City Cle—r-k for public inspection.
For provisions of state law relative to the in-
corporation within a municipal code of matter
by reference and requiring two (2) copies there-
of to be on file in the office of the City Clerk
for public inspection, see Burn's Indiana Statute
48-1417,
Be Amended to read as follows:
402, ADOPTION OF ADMINISTRATIVE BUILDING COUNCIL
OF INDIANA RULES AND REGULATIONS,
Cl) The Administrative Building Council of Indiana
"Building Rules and Regulations (Minimum Require-
ments)" as approved and promulgated by the'Adminis-
trative Committee of the Administrative Building
Council of Indiana, and embraced in and designated
"Volume I-1969", two copies of which have been
filed with this ordinance in the Office of the
City Clerk and are to be kept there for public
inspection pursuant to Burns Indiana Statute
48-8303, are hereby incorporated into this section
of the City Building Code and are made parts
thereof, by this reference thereto, as fully as
though recopied herein; and also copies of all
r future amendments of and additions to such build-
ing rules and regulations, shall be similarly
filed and shall become there upon a part of this
section of the Building Code.
(2) The Term "Building Rules and Regulations,"
whenever so used in this Code, shall mean the
Aforesaid Building Rules and Regulations, in-
cluding any changes adopted subsequent to the
effective date of this ordinance, so incorporated
by reference into this code by subsection one
(1) of this section,
B. That paragraph 404 of the Building Code, which
presently reads:
STANDARDS AND SPECIFICATIONS`IN SUCH RULES AND
REGULATIONS
(1) All of the standards, specifications, re-
gulations, codes, and manuals which are now or
hereafter adopted and mentioned by title and date
of publication in any of the aforesaid building
rules and regulations, so incorporated by re-
ference into this code, are hereby declared to
be parts of this section of the Building Code and
are made parts hereof, now or whenever so adopted,
to the extent that any thereof are not in con-
flict with any contrary specific statement or`
provision contained in any such building rules
and regulations, or in this building code, or in
any amendments, or additions thereto, or to either
or any thereof; but in any instances of such con-
flict, such building rules and regulations, or
this code, shall control.
Be Amended to read as follows:
`STANDARDS AND SPECIFICATIONS IN SUCH BUILDING
RULESAND REGULATIONS
All of the standards, specifications, regulations,
codes, and manuals, including any subsequent
changes in the foregoing, which are now or here-
after adopted and mentioned by title and date of
publication in any of the aforesaid building rules
and regulations, so incorporated by reference into
this code, are hereby declared to be parts of this
Section of the Building Code and are made parts
hereof, now or whenever so adopted or changed, to
the extent that any thereof are not in conflict
with any contrary specific statement or provision
contained in any such building rules and regulations,
or in any amendments or additions thereto; but in
any instances of such conflict, such building rules
and regulations shall control.
C, That paragraph 504 of the Building Code? which pre,
sently reads;
STANDARDS FOR INSTALLATION OF ELECTRICAL EQUIPMFNTr
RULES AND REGULATIONS,
Cl) All electrical equipment and installations
shall be in conformity with such approved stan-
dards for safety to life and property, as are
genera4y recognized and used in this state and
expressed in the standards herein adopted.
(2) Conformity with the rules, regulations,
and standards prescribed in the 1956 National
Electrical Code, being the rules, regulations ;
and standards of the National Board of Fire
Underwriters for Electric Wiring and Apparatus,
two copies of which have been filed with this
ordinance in the office of the City Clerk and are
to be kept there for public inspection, and which
are hereby incorporated into this section of the
Building Code and made parts thereof by reference
thereto, as fully as though copied herein, and
which are hereby adopted as the electrical rules'
and regulations of this code, shall be prime
facie evidence of conformity with approved stance
dards for safety to life and property,
(3) The term 'Electrical Rules and Regulations",
when used in this Code, shall mean the rules, rem
gulations and standards so incorporated into this
section of the Building Code by Subsection 2 of
this Section,
Be Amended to read as ,follows

Cl) All electrical equipment and installations

Code having been filed with this ordinance in
the Office of the City Clerk and are to be kept

Code and are made parts thereof, by this reference
thereto, as fully as though recopied herein,
and also copies of all future changes and additions
to such Code, shall;be similarly filed and shall
become thereupon a part of this section of the•
Building Code,
D, That Section 602 of the Building Code, which'
presently reads as follows;
PLUMBING RULES AND REGULATIONS OF ADMINISTRATIVE
BUILDING COUNCIL
The Administrative Building Council of Indiana,
"Plumbing Rules and Regulations CMinimum Rem
quirements)," As Approved and Promulgated by
the Administrative Committee of the Administrate
tive Building Council of Indiana, and embraced
in and designated "Volume 3-1957,11 2 copies of
which have been filed with this ordinance in the
office of the City Clerk and are to be kept there
for public inspection, are hereby incorporated"`
into this section of the City Building Code and.
are made parts thereof, by this reference there,
to, as fully as though recopied herein; and also
two copies of future amendments to such plumbing
rules and regulations, unless otherwise provided
by any later ordinance, shall be similarly filed
and shall thereupon become a part of this section
of the Building Code,
Be Amended to read as follows;
PLUMBING RULES AND REGULATIONS OF ADMINISTRA-
TIVE BUILDING COUNCIL,
The Administrative Building Council of Indiana,
"Plumbing Rules and Regulations, 1967 Edition,
Volume III, two copies of which have been filed
with this ordinance in the office of the City
Clerk and are to be kept there for public in-
spection, are hereby incorporated into this. sec-
tion of the City Building Code and are made parts
thereof, by this reference thereto as 'fully as
though recopied herein; and also two copies of
future changes in such plumbing rules and re-
gulations, shall be similarly filed and shall
thereupon become a part of this section of the
Building Code
E. That paragraph 605 of the Building Code, which
presently reads:
'Exceptions
1,Piping for Liquid Fuels
2, Piping of Roof Drainage
Be Repealed,
F, That paragraph 702 of the Building Code, which
presently reads as follows;
702. RULES AND REGULATIONS OF ADMINISTRATIVE
COUNCIL ADOPTED,
The Administrative Building Council of Indiana,
"Heating, Ventilating and Air Conditioning Rules
and Regulations CMinimum Requirements),"' except
Section 4-45�12 thereof which is hereby excluded,
as approved and promulgated by the Administrative
Council of Indiana, and embraced in and designated
"!Volume 4�1956" two of which have been filed with
this ordinance in office of the City Clerk and
are kept there for public inspection,
Be Amended to read as follows,
The Heating, Ventilating and Air Conditioning
Rules and Regulations of the Administrative Build-
ing Council of Indiana, 1967 Edition, Volume IV,
two copies of which rules and regulations have
been filed with this ordtance in the office of
the City Clerk and are kept therefor public ins
pection; and also two of all future amendments of
and additions to such building rules and regulations,
shall be similarly filed and shall become there
upon a part of this section of the Building Code,
NOW THEREFORE, Be it Ordained by the Common Council of the City of
Richmond, Indiana:
Section One, That numbered paragraph 402 of Ordinance No 1700-1958,
commonly known as the Building Code of the City of Richmond, Indiana,
be amended to read as follows:
402, ADOPTION OF ADMINISTRATIVE BUILDING COUNCIL OF INDIANA
RULES AND REGULATIONS,
(1) The Administrative Building Council of Indiana "Building
Rules and Regulations (Minimum Requirements)" as approved and
promulgated by the Administrative Committee of the Administra-
tive Building Council of Indiana, and embraced in and, designated
"Volume I-1969?, two copies of whic4 have been filed with this
ordinance in the Office of the City Clerk and are to be kept
there for public inspection pursuant to Burn's Indiana Statute
48-8303, are hereby incorporated into this section of the City
Building Code and are made parts thereof, by this reference

1958, commonly known as the Building Code of the City_of Richmond,
Indiana, be amended to read as follows:

Code and are made parts hereof,.now or whenever so adopted or
changed, to the extent that any thereof are not in conflict
with any contrary specific statement or provision contained
in any such building rules and regulations, or in any amend-
ments or additions thereto; but in any instances of such con,
flirt, such building rules and regulations shall control.
Section Three. That numbered paragraph 504 of Ordinance No. 1700-
1958, commonly known as the Building Code of the City of Richmond,
Indiana, be amended to read as follows:
STANDARDS FOR INSTALLATION OF ELECTRICAL EQUIPMENT, RULES AND
REGULATIONS
(1) All electrical equipment and installations shall be in
conformity with such approved standards herein adopted.
(2) Conformity with the Rules, Regulations of the National
.Electrical Code, two copies of said Code having been filed
with this ordiance in the Office of the City Clerk and are to
be kept there for public inspection, are hereby incorporated
into this section of the City Building Code and are made
'parts thereof, by this reference thereto, as fully as though
recopied herein; and also copies of all future changes and
additions to such Code, shall be similarly filed and shall
become thereupon a part of this section of the Building Code.
Section Four. That numbered paragraph 602 of Ordinance No. 1700-
1958, commonly known as the Building Code of the City of Richmond,
Indiana, be amended to read as follows:
PLUMBING RULES AND REGULATIONS OF ADMINISTRATIVE BUILDING
COUNCIL.
The Administrative Building Council of Indiana, "Plumbing
Rules and Regulations, 1967 Edition, Volume III, two copies
of which have been filed with this ordinance in the office
�`of the City Clerk and are to be kept there for public inspection,
are hereby incorporated into this section of the City Building
Code and are made parts though recopied herein; and also .two
copies of future changes in such plumbing rules and regulations,'
shall be similarly filed and shall thereupon become a part of
-this section of the Building Code,
Section Five. That numbered paragraph 605 of Ordinance No. 1700
1958, commonly known as the Building Code of the City of Richmond,
Indiana, be repealed.
Section Six. That numbered paragraph 702 of Ordinance No. 1700=
1958, commonly known as the Building Code of the City of Richmond,
Indiana, be amended to read as follows:
702. RULES AND REGULATIONS OF ADMINISTRATIVE COUNCIL ADOPTED,_

Regulations of the Administrative Building Council of Indiana,
1967 Edition, Volume IV, two copies of which rules and regu-,
lations have been filed with this ordiance in the office of
the City Clerk and are kept there for public inspection; and
also two of all future amendments of and additions to such
building rules and regulations, shall be similarly filed and
shall become thereupon a part of this section of the Building
Code.
Section Seven, This Ordaance shall be in full force and effect
from'and after its passage, approval by the Mayor and publication `
as by law required.
