Approve minutes of January 13, 2016 CPC meeting. Motion made by Roland Bassett to approve the January 13, 2016 meeting minutes as corrected. William Klein seconded. VOTE: 6-0-0 2. Approve minutes of January 8, 2016 CPC Housing Sub-committee meeting. Due to a lack of quorum of the Housing Subcommittee, a vote on these minutes was postponed to a later date. Status updates on funding requests There was a review and discussion by the Committee of the following applications with votes on these projects to be taken at the February 10, 2016 meeting. a. Brewster Recreation Department- Babe Ruth Baseball Field Rehabilitation $60 000 : Ellen Bearse, Recreation Director explained that she is requesting $60,000 for this phase of rehabilitating the Babe Ruth baseball fields and included work done last year on the little league fields in the total cost of the project, $182,000. It was recommended to change the total cost of the project to $60,000. The project is expected to cost $50,000 with a contingency of$10,000 set aside for unexpected expenses. If costs exceed the $60,000, the Recreation Revolving Fund that currently has a balance of about $72,000 will be used. Since Revolving Funds I are used for recreation program salary expenses, it is hoped they will not be necessary. In 2013 the rules were amended and CPA's can now fund recreation projects from the Open Space allocations. i b. Cape Cod Village- 16 units of community housing for adults with autism in Orleans $100,000. The Committee received Information about the turnover rate for this model for housing and it is very low. There was a question about how E many regional residents would be offered housing. For this project it is felt that the current rules do not apply and how to allow a regional preference is still being investigated. There was discussion on possible conditions that could be put in the award letter. Gisele Gauthier and Bob Jones will be asked to be present to answer any questions at the February 10, 2016 meeting before the vote is taken. The draft letter from the Brewster Housing Partnership was distributed to the Committee. Concern was expressed about the lack of an affordable housing deed restriction and this needs to be investigated further. There was discussion on ownership and if there would be any deed restrictions in a transfer of title. Currently the state will only fund 8 affordable housing units of this type, so this will need to be worked out. Ther is the potential of building only 8 units for autistic adults with the other S built as another type of affordable housing units. c. Harwich Ecumenical Council for the Homeless (HECH)-. emergency housin rehabilitation loan program ($118,000): The Chair met with the Town Administrator, Assistant Town Administrator, and the Town Counsel. All of the mortgages being recorded by the town has become cumbersome for administrative and town counsel time. It has been recommended that HECH be the holder of the mortgage to streamline the process. Once a mortgage is paid, the funds will be returned to the town. Also, it has been requested to streamline the process by having HECH request the funds that they manage and they issue the mortgage. CPC Meeting Minutes January 27, 2016 Page 2 of 5 i The CPC would need to receive reports at agreed upon intervals. This way the CPC will vote so much money per year for the HECH to manage. Once properties are sold, these funds will return to the program. Once a project is completed, a satisfaction survey is to be filled out by the participant. Currently there are two approved projects that will require modifications and when these changes are voted by the CPC the voting language could be inserted to allow the mortgages to be held by HECH. There may also be a request to do this with the other three approved projects that have not required change orders. d. Cape Cod Repertory Theatre Company- rehabilitation of„historic Crosby Barn„ ($225,000): There was discussion about the Massachusetts historic register and the Crosby house and barn are listed under the address listed in the town's assessor's records. The Brewster Historical Commission will be meeting this week and the Chair will be notified that the building's historic eligibility criteria have been met. The historic consultant Eric Dray plans on attending this meeting. There was discussion on if a preservation restriction was necessary. The public benefit of the building was reviewed and it is felt that the plans for the first floor space meets this criteria and is expected to be done in Phase II. However, Phase II cannot take place without Phase I that is the basement and structural reinforcement to the barn to protect it. It is believed that this building will be kept historic, but the period to be restored to has not been determined, whether to the Crosby era or the Camp Monomoy era. This project will need to be done to the Secretary of the Interior Standards and this will be stipulated in the award if it is made. It is hoped that the Brewster Historical Commission will give its determination of the project to the CPC by its meeting on February 10, 2016. 4. Report on FY 2017 CPC revenue projections and draft Town Meeting warrant A placeholder has been insetted in the Town Meeting Warrant and a request has been made for a placeholder in the Special Town Meeting Warrant also. Revenue projections were reviewed and the $956,000 for FY '17 and this includes a local contribution of about $787,000 and a conservative twenty-two percent match of state funds of about $169,000. In order to allocate these funds, there needs to be a vote by Town Meeting. The reallocation of funds was discussed and it may be a good idea that the money received from the state should be allocated every fall to keep current. Discussion and vote on payment of 2016 dues to the Community Preservation Coalition It is felt that this organization provides excellent information and the recommendation was made to approve paying the dues. Motion made by Elizabeth Taylor to approve the payment of 2016 dues to the Community Preservation Coalition for $3,500. Roland Bassett seconded. VOTE: 6-0-0 6. Vote to increase the funding amount on up to two (2) of the mortgages on HECH's Housing Emergency Loan Program. The vote on these was deferred to a later meeting, as the information was not ready for tonight's meeting. 7. Discussion of provisions and requirements that accompanied the Town's conversion from the Cape Cod Land Bank to the Community Preservation Act. The Finance Committee will have the CPC on its March 16, 2016 agenda regarding allocations, revenues, and a discussion on the 3 percent being reduced to 2 or 2.5 percent to help offset some of the expenses coming down the road such as the new Fire Station. The DOR rules were sent to the Finance Chair and because the Land Bank was 1 set at 3 percent, when it converted to CPA, the 3 percent is in effect through fiscal year 2020. Should the CPA disappear following 2020, there was a review of the outstanding bonding obligations, as taxpayers would be assessed to pay for these bonds. There will be further discussion at the March 161" Finance Committee meeting on these issues. 8. Topics that can be legally discussed that the chair could not have reasonably anticipated. There was discussion on the application where the Brewster Conservation is proposing the purchase of 11 acres for $275,000 and they are requesting $125,000 of CPA funds to complete the purchase. The Water Department has been approached to see if this parcel would be important to the Sheep Pond Water Shed. Peter Johnson will recuse himself from a vote on this project, as he is a board member of the Brewster Conservation Trust. It is hoped to have this project on the Spring Town Meeting Warrant.
