Absent: William Klein, Peter Johnson and Joan Carstanjen The Chair called the meeting to order at 4:30 pm Recording or Taping Notification As required by the Open Meeting Law we are informing you that the Town will be audio taping and/or videotaping this public meeting. In addition, if anyone else intends to either video or audio tape this meeting they are required to inform the chair." We request that all cell phones be turned off or to vibrate. 1. Vote to approve minutes of the February 17, 2016 CPC meeting. Motion made by Roland Bassett to approve the meeting minutes of February 17, 2016 as corrected. Jeanne Boehm seconded. VOTE: 5-0-0 2. Vote to approve minutes of the January 8, 2016 CPC Housing subcommittee meeting. Motion made by Jeanne Boehm to approve the meeting minutes of January 8, 2016 as corrected. Paul Ruchinskas seconded. VOTE: 2-0-0 3. Discussion and vote on the $125,000 funding request from the Open Space Committee for conservation restrictions on the proposed Boehm property at Sheep Pond Woodlands Conservation Area. Due to the lack of a quorum to vote on this item, it was postponed to the next meeting. CPC Meeting Minutes March 9, 2016 Page 1 of 5 4. Discussion and vote on $5,000 Brewster Historical Commission professional services request for a historical resources survey. There was discussion on the professional services request for the historical resources survey for the Brewster Historical Commission. This $5,000 request, if approved, will not require a town meeting vote, will go through June 30, 2016, and taken from CPC Professional Services fund. Kathy Roth at the statewide Community Preservation Committee was approached about this request. An extensive historical research study is not allowed to be paid for with CPA funds, but this project is looking to begin a Historic Preservation plan and this is an allowable expense. This will give the CPC a prioritized list of properties when making its decisions. CPC currently relies on the state list though it is not prioritized. It is known there are also other lists available in town. Eric Dray will be putting together the list that will cover buildings, cemeteries, and other historic areas that need to be identified. If any properties identified are not listed on the state list, additional funds may be requested in July 2016 to get the information necessary so that they are added to the state list. Motion made by Roland Bassett to approve the $5,000 for Brewster Historical Commission professional services request for a historical resources survey from the 30 percent professional services line item. Jeanne Boehm seconded. VOTE: 5-0-0 5. Discussion and vote on the draft conditional funding award letters for the following: Paul Ruchinskas reviewed the drafts of the following funding award letters: Brewster Recreation Department, Cape Cod Village, HECH, and Cape Cod Repertory Theatre. a) Brewster Recreation Department- Babe Ruth Baseball Field Rehabilitation- $100,000: Motion made by Roland Bassett to approve the Brewster Recreation award letter as submitted. Jeanne Boehm seconded. VOTE: 5-0-0 b) Cape Cod Village- 16 units of community housing for adults with autism and related disorders in Orleans- $100,000: This award will be a grant for $100,000. It was decided to add, "contract with a licensed social service agency to manage the facility" to item 2 of the letter. There was discussion on the time frame of the project. It was decided that three years was an acceptable time period to be able to release the first funds of$90,000 and there will be a $10,000 hold back until completion of the construction of the project. Motion made by Roland Bassett to approve the award letter for the Cape Cod Village project in Orleans as amended. Jeanne Boehm seconded. VOTE: 5-0-0 Motion made by Roland Bassett that the draft award letters are acceptable subject to review by Town Counsel. Jeanne Boehm seconded. VOTE: 5-0-0 CPC Meeting Minutes March 9, 2016 Page 2 of 5 c) Harwich Ecumenical Council for the Homeless (HECH)- emergency housing rehabilitation loan program- $118,000: There was a brief review of changes made to the program from last year that are outlined in the award letter. The mortgage language may be changed following further investigation. Program participant experience surveys will be shared with the Committee. Motion made by Roland Bassett to approve the draft HECH award letter subject to Town Counsel approval. Jeanne Boehm seconded. VOTE: 5-0-0 d) Cape Cod Repertory Theatre Company- rehabilitation of historic Crosby Barn- $225,000: There was a review of the Cape Cod Repertory Theatre Company draft award letter and the Cobb House award letter was used as a template. Eric Dray will make his recommendation to the CPC to approve all of the materials used that need to meet the Secretary of the Interior Standards. All plans, methods and materials for the foundation need to be approved by the CPC with Eric Dray's recommendation. Cape Rep will have the state preservation planner approving everything also. Item 3 will require submitting a final budget showing they have all of the money necessary to proceed. Item 4 will allow Cape Rep to be able to access a percentage of the award depending on the percentage of construction completed. Going forward disbursements will be on a case-by-case basis depending on the CPC funds allocated to the total cost of the project. Any funds not used will be returned to the Budget Reserve fund since about $11,000 is coming from the Historic Reserve with about $214,000 from the 30 Percent Reserve fund. The term will be for 2 years and Peter Johnson will be the liaison. Motion made by Jeanne Boehm to approve the draft Cape Cod Repertory Theatre award letter for rehabilitation of the historic Crosby Barn subject to Town Counsel approval. Roland Bassett seconded. VOTE: 5-0-0 6. Review of 2016 Special Town Meeting CPC warrant article There was a review of the Warrant articles and there was discussion on how to word the Cape Cod Village project article regarding the number of units to be built. It was decided to leave the number at 16 units. These articles are to be reviewed by the Board of Selectmen on Monday, March 21, 2016 and by the Finance Committee on Wednesday, March 16, 2016. The funding articles are outlined in Article 7 of the Special Town Meeting with Cape Rep for $225,000; HECH for $118,000; Cape Cod Village for $100,000; and Brewster Rec for $60,000. The total amount requested for all articles in the Special Town Meeting is $503,000 and the CPA funds to be accessed are outlined in the Warrant Articles. There was a request to change the grammar in the Cape Cod Village article to "goals are" replacing "goals is". Motion made by Roland Bassett to accept the draft Warrant Articles for the Special Town Meeting with the revision. Jeanne Boehm seconded. VOTE: 5-0-0 CPC Meeting Minutes March 9, 2016 Page 3 of 5 7. Discussion and vote on 2016 Annual Town Meeting CPC allocations, including administrative, professional services, and debt service expenses There was a review and discussion on the CPC allocations for the Annual Town Meeting as outlined in Article 6 reserving the funds for Professional Services, Historic Preservation, Community Housing, and Open space. Historic Preservation Professional Services has been increased to $30,000 for FY '17 for planning. Community Housing Professional Services has been increased to $30,000 for FY'17 for some additional professional help in this area. Also, Habitat for Humanity may be returning to the CPC for development funds for the Tubman Road Community Housing project. They may be requesting some infrastructure funding. There was discussion on how the utilities are installed and whether they can be partially done or if they needed to do them all at once. These funds may not be available depending on the amount requested. Open Space — Harwich's CPC has added a debt service line item in their warrant articles. It was the consensus of the CPC that this is a good idea and will be done going forward beginning in FY'17 if possible. The debt service would be "b" and Reserve would move to "c". This would make the process more open and transparent. The debt service for FY'17 is $313,453. There was a brief discussion about how to accomplish this. The new Town Planner job description was changed to include working with the CPC as one of their responsibilities. Currently, Article 30 regarding an Open Space acquisition is a placeholder and will be discussed at a future meeting. Motion made by Roland Bassett to approve Article 6 of the Annual Town Meeting on the debt service revision. Jeanne Boehm seconded. VOTE: 5-0-0 8. Treasurer's Report Information was made available today, so the Treasurer's report will be reviewed at the next meeting. 9. Progress reports on open projects There was a brief discussion on the Brewster Housing Authority project that is down to 30 units from the 50 originally approved. There may need to be a discussion and amendment of the original award letter to extend the time beyond November. Paul Ruchinskas is now on the Housing Assistance Corporation Board and will need to recuse himself from this project and a new liaison appointed should HECH be chosen as the developer. CPC Meeting Minutes March 9, 2016 Page 4 of 5 The Habitat project is moving along and it is unknown if there are any appeals to the comprehensive permit at this time. HECH Rehab program has received another application that is to be approved and it appears most of the $100,000 has been spent with about $850 left in the fund. Any change orders will need to come out of this $850 or be completed by the owner. Breakwater project — Peter Johnson is the liaison and will give a status report at the next meeting. 10. Topics that the Chair could not have reasonably anticipated There were no other topics discussed. 11. Schedule next meeting The next meeting will be March 23, 2016 at 4:30 pm to deal with the open space request and perhaps a couple of other items. Motion made by Roland Bassett to adjourn at 4:35 pm.
