After discussion Mr. White moved to adopt RESOLUTION NC. 102 Mr. Kirkeby seconded the motion and it was unanimously voted. Mr. Faulkner then presented the ex —Mayor with the gavel used during his term of office. There being no further business, on motion of Mr. White, seconded by Mr. Kirkeby, the meeting adjourned. ATTEST: 1 777.7��: L _ Village Clerk COUNCIL MINUTES May 25, 1963 The Council of Bal Harbour Village met at 9:30 A.M. on Saturday, May 25, 1963 at the Village Hall. Present: Messrs. Beatty, Faulkner, Hart, Kirkeby and White. Also present were W. H. Webb, Village Manager; Mary T. netterer, Village Clerk; Thomas H. Anderson, Village Attorney. Upon motion of Mr. Hart, seconded by Mr. Kirkeby, the minutes of the previous meeting of April 15, 1963 were approved as submitted. The Village Manager advised the Council that it was necessary to pass a resolution creating a Civil Defense Council. The resolution and plan would then be sent to Tallahassee and upon its approval a resolution of acceptance would have to be drawn. Mr. Webb then read RESOLUTION NO. 103 SETTING UP CIVIL DEFENSE COUNCIL Mr. Hart moved to adopt Resolution No. 103. Mr. Beatty seconded the motion and it was unanimously carried. 150 Mr. Webb requested permission to cancel the following delinquent personal property tax bills which are uncollectible due to the fact that the property involved is no longer in Bal Harbour. A six month audit was presented to the Council for consideration. After discussion Mr. Hart moved to accept the six month audit as pre— sented. The motion was seconded by Mr. Beatty and unanimously carried. The Village Manager advised the Council that due to a water shortage in April caused by lack of rain for almost a month, he had been forced to issue notice to all home owners in Bal "arbour regu— lating the use of sprinklers for a short period of time. Mr. Webb informed the Council that he felt that an ordinance regarding personnel rules should be passed. After discussion it was suggested that he draft a set of rules pertaining to vacations, sick leaves, etc. for the Council's consideration. After discussion of the proposed hospitalization program for Bal Harbour Village employees, Mr. Hart moved that a committee of Mr. Faulkner and Mr. Webb be appointed to study the situation and report back to the Council at the next meeting. The motion was seconded by Mr. Kirkeby and unanimously voted. Mr. Kirkeby moved that the Village Manager's salary be raised $2,400.00 to a figure of $15,000 per year. It was seconded by Mr. Hart. Mr. Beatty then spoke on the motion and moved that the salary be made $16,000. The motion was then seconded by Mr. Hart and unani— mously voted. Mr. Anderson was instructed to prepare RESOLUTION NO. 104 A RESOLUTION ADJUSTING CITY MANAGER'S SALARY and to also reflect the effective date as of June 1, 1963, said reso— lution reflecting the action taken above. 151 There being no further business, on motion of Mr. Hart, seconded by Mr. White, the meeting was adjourned. Beatty, Faulkner and Hart. Absent: Mr. Kirkeby and Mr. White Also present were W. H. Webb, Village Manager; Mary T. Wetterer, Village Clerk; Thomas H. Anderson, Village Attorney. Upon motion of Mr. Beatty, seconded by Mr. Hart, the minutes of the previous meeting of May 25, 1963 were approved as submitted. The Village Manager reported that he and Mayor Faulkner had met with Mr. Leonard H. Sacks, insurance broker, to study the proposed hospitalization program for Bal Harbour Village employees. After dis— cussion, Mr. Hart moved that Mr. Webb and Mayor Faulkner submit a report on the proposed hospitalization plan for the Council's consideration at the July meeting. Mr. Beatty seconded the motion and it was unani— mously voted. Mr. Webb reported that an ordinance regarding the new tax levied on cigarettes was needed so that the State Beverage Department could credit the refunds from the tax to the Village as of July 1, 1963. Mr. Beatty moved to adopt ORDINANCE NO. 95 AN ORDINANCE OF BAL HARBOUR VILLAGE RELATING TO TAX ON CIGARETTES: FIXING RATES, PROVIDING FOR COLLECTION AND USE OF PROCEEDS: AND OTHER— WISE PERTAINING TO THE LEVY OF SUCH TAX Mr. Hart seconded the motion and it was unanimously approved.
