The Chair called the meeting to order at 4:30 pm Recording or Taping Notification: "As required by the Open Meeting Law we are informing you that the Town will be audio and video taping this public meeting. In addition, if anyone else intends to either video or audio tape this meeting they are required to inform the chair."We request that all cell phones be turned off or to vibrate. 1. Motion to revote approval of March 23, 2016 CPC meeting minutes and vote to approve amended March 23, 2016 CPC meeting minutes. Though the meeting minutes of March 23, 2016 were previously approved page 2 needed correction and on the 4 th paragraph the last two sentences were struck. Motion made by Roland Bassett to accept the minutes with this revision. William Klein seconded. VOTE: 5-0-3 2. Vote to approve minutes of April 27, 2016 CPC meeting. Following a review of the minutes of April 27, 2016 a revision was made to the last page under"Topics the Chair did not Anticipate" and "if available" was added to the second paragraph, last sentence. Motion made by Roland Bassett to approve the minutes of April 27, 2016 as revised. Jeanne Boehm seconded. VOTE: 6-0-2 3. Review of outcome of CPC Town Meeting articles. There was a review of the outcome of the Community Preservation Committee's Town Meeting articles and they all passed. It was noted that the Finance Committee report had stipulated in the warrant that the CPA would sunset in 2020. This is not case. The ror A A ee-ng M; utes �r�IVI Ll in Les May 25, 2016 Page 1 of 4 CPA will continue after 2020 unless there is some action to end it. Members of the Finance Committee strongly recommend that the CPC set aside funds to cover or reduce outstanding debt should the CPA cease to exist in 2020. There was a brief review of what would be necessary to end the CPA funding. 4. Discussion of status of award letters and grant agreements for 2016 Town Meeting CPA awards. The Recreation Department has executed its award letter and there is no need for a grant agreement. Funds should be available to the Recreation Department beginning June 1, 2016. The three other award letters for Cape Rep, Cape Cod Village, and Harwich Ecumenical went out on May 9, 2016. The drafts of these three grant agreements have been submitted to Sarah Torres-Flores for her review and it is hoped to send them out to the recipients by June 30, 2016. 5. Treasurer's report. Elizabeth Taylor distributed the Treasurer's report dated April 30, 2016 to the Committee. The only changes would be bills that have been paid on the different projects. It was suggested the Committee receive a verbal Treasurer's report unless there are significant changes to the report. It was the consensus of the Committee to distribute the Treasurer's Report electronically unless there are major changes, whereas the Committee would then appreciate a paper copy. 6. Discussion and vote on two open space professional services requests. There was review and discussion on two open space professional services requests. The Freeman Way request is for title work needed for potential acquisition of multiple parcels. There will be a review of other funds approved for Freeman's Way and any unexpended funds will be expended first before this current request for$5,000 is expended. Motion made by Roland Bassett to approve the request for$5,000 for continuation of title work and surveys, location of bounds in the Freeman's Way area, lands abutting town and water department land. Peter Johnson seconded. VOTE: 8-0-0 The second request is for a potential future acquisition, though there is no purchase and sales agreement on this property currently. This is a new request. Motion made by Roland Bassett to approve the request for $6,000 for survey work location of bounds in the Freeman's Way lands area, specifically for the Property 4.4 acres, abutting water department land. There was a review of the current status of open projects as follows: • Cemetery Restoration Project 4: Some of these funds will be coming back. • Baptist Church Steeple: Town Counsel is still working with the Church people on a resolution to settle the questions on this project. • Elijah Cobb House Renovation: The final $20,000 is waiting to be released and everything is almost complete. The final $20,000 is awaiting the historic preservation restriction requirement. They are hoping to be open in July. • Lower Road Cemetery: The work resumed in April and 112 gravestones have been repaired and cleaned. Repair work will resume in August and the project should be completed by the end of the year. • Affordable Deed Restriction: as needed. • Brewster Housing Authority: Brewster Woods will be moving forward and a developer has been chosen. Originally this project was approved for 50 units and now it is down to 30 and this needs to be reviewed. • HECH: Three of the four home rehabs have been completed. A report from HECH will be submitted once the fourth project is complete. • Slough Road Property: These funds should be returned to the town, as this project did not go forward. • Breakwater Beach Restoration: This project has been completed. • Mill Sites/Herring Run: It is thought that this project is near completion if not already complete. Any unexpended funds need to be returned to the town. There will be a review of the language of the contract to make sure everything that was stipulated has been completed. 8. Update on any potential Fall Town Meeting funding requests. July 1, 2016 is the deadline for submitting funding requests for the Fall Town Meeting. It is expected that Habitat will be requesting funding for the first phase on Tubman Road for six house units. HECH may also be submitting a request for additional funding. There may be an open space request. C� �,�vicc�h�g w�illGLe May 25, 2016 Page 3 of 4 9. Items that the chair could not reasonably anticipate. There will be a new Finance Committee liaison and Selectmen liaison appointed. 10.Schedule next meeting. At the next meeting it is hoped to review the CPC application and make any necessary tweaks and also to have a discussion on the open space requests and who the requests should come from. We will also have Sarah go over several outstanding issues. The Committee was asked to keep June 8, 2016 and June 22, 2016 open for these meetings.
