Absent: Barbara Burgo Also Present: Representing Brewster Historical Society, Sally Gunning and Steve Jones The Chair called the meeting to order at 4:30 pm Recording or Taping Notification: "As required by the Open Meeting Low we are informing you that the Town will be audio taping this public meeting. In addition, if anyone else intends to either video or audio tape this meeting they are required to inform the chair." We request that all cell phones be turned off or to vibrate. 1. Discussion and vote on request from Brewster Historical Society to open the Cobb House to the public in accordance with Section 9.c of the 2015 grant agreement. Steve Jones reviewed the status of the Cobb house preservation restriction that is currently being reviewed by Brewster Town Counsel. Since the delay is on the town side, it is requested that the Brewster Historical Society be allowed to open the Cobb House by waiving the historic preservation restriction requirement that it be received prior to opening as outlined in Section 9.c of the 2015 grant agreement. Following the review by Town Counsel, the historic preservation restriction is to be sent to those parties that need to also review it (Selectmen and/or Brewster Historical Society). The Chair will review the process and let everyone know who needs to review it and once this has been done, then the preservation restriction will be sent to Massachusetts Historical Commission. Motion made by Peter Johnson to waive this requirement and to allow the Cobb House to open as the delay of the historic preservation restriction is not the fault of the applicant. Roland Bassett seconded. VOTE: 7-0-0 CPC Meeting Minutes July 13, 2016 Page 1 of 3 2. Vote on $5,000 historic preservation professional services request from Eric Dray to provide historic preservation consulting services to the CPC as needed and requested for FY 2017. Paul Ruchinskas reviewed the $5,000 professional services request for Eric Dray in order to provide historic preservation consulting services to the CPC as needed and requested for FY 2017. Motion made by Peter Johnson to approve the$5,000 professional service request for Eric Dray. Roland Bassett seconded. VOTE: 7-0-0 3. Vote to refer the $350,000 funding request for the Tubman Road project from Habitat of Humanity of Cape Cod to the CPC housing sub-committee for its review and recommendation. The Chair reviewed the application for the Tubman Road project and found that the financial statements were missing. These have since been forwarded and it is requested to refer this application to the Housing Subcommittee for their review. Motion made by Roland Bassett to refer the Habitat for Humanity of Cape Cod Tubman Road project application dated July 1, 2016 to the Housing Subcommittee. William Klein seconded. VOTE: 7-0-0 4. Acceptance and possible votes of referral of any other funding request To date no other new applications other than the Tubman Road project have been received. 5. Updates on the status of 2016 grant agreements There was a brief review Cape Rep and their agreement has been sent to them. There will be a follow-up with Town Counsel on the recapture clause as to where this is. Concerns and challenges of this project were briefly reviewed with regard to tight timelines for construction. The Cape Cod Village grant agreement has been finalized and will be sent out shortly. A meeting with HECH needs to be scheduled to address the concern if HECH would be able to manage the program with the town's requirements. The Finance Director will be notified of the extension of the first HECH program. CPC Meeting Minutes July 13, 2016 Page 2 of 3 6. Election of officers for FY 2017 Motion made by Peter Johnson to nominate: Paul Ruchinskas, Chair Jeanne Boehm, Vice Chair Elizabeth Taylor, Clerk/Treasurer Roland Bassett seconded. VOTE: 7-0-0 7. Vote to approve the minutes of June 22, 2016 Motion made by Roland Bassett to approve the June 22, 2016 CPC meeting minutes as revised. William Klein seconded. VOTE: 6-0-1 8. Items that the chair could not have reasonably anticipated. There were no other items discussed at the meeting. 9. Schedule next meeting. The next CPC meeting will be scheduled for August 10, 2016 unless there is some reason to meet before this time. Motion made by Elizabeth Taylor to adjourn the meeting at 4:50 pm.
