WHEREAS, if the collection of new taxes or tax
increa
as adopted by elected governing bodies subsequent to the
effect ve date of Proposition 62 and prior to the affective date
Of the Guardino decision, is prohibited, or if retroactive
refund of previously collected taxes are mandated, then the City
Of Lyn ood and other local governments will experience severe
finane al arises, necessitating major reductions in public safety
and of or vital public services, negating contractual
commit ants, and, quite possibly, leading to default on credit
obliga.ions, or, at the very least, substantially reducing the
credit worthiness of local governments, and

RESOLVES AS FOLLOWS;
