A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
LYNWOOD AUTHORIZING THE CITY MANAGER TO
ESTABLISH WRITTEN PROCEDURES RELATIVE TO THE
PROCESSING, INVESTIGATION, ADMINISTRATIVE REVIEW
AND HEARING OF CONTESTED PARKING VIOLATIONS,
AND APPROVING THE SUBSTITUTION OF 12 HOURS OF
RELEVANT EXPERIENCE FOR UP TO 12 HOURS OF THE 20
HOURS OF TRAINING REQUIRED OF THE HEARING
EXAMINER.
WHEREAS, existing law generally provides that the enforcement of penalties for
violations regarding the unlawful standing or parking of vehicles shall be governed by a civil
procedure that includes a processing procedure, an administrative investigation and review
procedure, and an administrative and judicial appeal process; and
WHEREAS, Assembly Bill 1228 revises the existing civil procedure governing the
enforcement of penalties for violations regarding the unlawful standing or parking of vehicles; and
WHEREAS, the City of Lynwood is required to establish written procedures relative to
processing, reviewing, and conducting administrative hearings on contested parking citations;
NOW THEREFORE, BE IT RESOLVED, by the City Council of the City of Lynwood:
SECTION 1 . That the City Manager is authorized to establish written procedures relative
to the processing, investigation, administrative review and hearing of contested parking
violations that are consistent with the provisions of Assembly Bill 1228.
SECTION 2 . That the City Manager is authorized to substitute 12 hours of relevant
' experience for up to 12 hours of the 20 hours of training required of the Hearing Examiner.
SECTION 3. That this resolution shall take effect immediately upon its adoption.
