COUNCIL MINUTES

Mayor
The Council of Bal Harbour Village met at 9:30 A.M. on
Saturday, June 29, 1963 at the Village Hall.
Present: Messrs. Beatty, Faulkner and Hart.
Absent: Mr. Kirkeby and Mr. White
Also °resent were W. H. Webb, Village Manager; Mary T.
Wetterer, Village Clerk; Thomas H. Anderson, Village Attorney.
Upon motion of Mr. Beatty, seconded by Mr. Hart, the minutes
of the previous meeting of May 25, 1963 were approved as submitted.
The Village Manager reported that he and Mayor Faulkner had
met with Mr. Leonard H. Sacks, insurance broker, to study the proposed
hospitalization program for Bal Harbour Village employees. After dis—
cussion, Mr. Hart moved that Mr. Webb and Mayor Faulkner submit a report
on the proposed hospitalization plan for the Council's consideration at
the July meeting. Mr. Beatty seconded the motion and it was unani—
mously voted.
Mr. Webb reported that an ordinance regarding the new tax
levied on cigarettes was needed so that the State Beverage Department
could credit the refunds from the tax to the Village as of July 1,
1963. Mr. Beatty moved to adopt

AN ORDINANCE OF BAL HARBOUR VILLAGE RELATING
TO TAX ON CIGARETTES: FIXING RATES, PROVIDING
FOR COLLECTION AND USE OF PR()CEEDS: AND OTHER—
WISE PERTAINING TO THE LEVY OF SUCH TAX
Mr. Hart seconded the motion and it was unanimously approved.

The Village Manager reported a change of ownership in the
food shop at the Harbour House. After discussion Mr. Hart moved to
accept the application of the Harbour House Foodland, Inc. for a beer
and wine license. Mr. Beatty seconded the motion and it was unani—
mously voted.
The Village Clerk asked for approval by the Council of Mr. Webb's
or Mr. Faulkner's signature on Village accounts and safety deposit box
in the Community National Bank and savings account in the Chase Federal
Saving and Loan Association. Mr. Beatty moved to accept the recommen—
dation, seconded by Mr. Hart and unanimously approved.
Mr. Webb read a letter of resignation from Councilman Edwin 0.
Kirkeby due to his headquarters being moved to Los Angeles. Mr. Hart
moved that the Council accept Mr. Kirkeby's resignation with regret
and that Mr. Anderson prepare an appropriate resolution for him. Mr.
Beatty seconded the motion and it was unanimously approved.
The Village Manager pointed out that Thursday, July 4th, is a
holiday and asked the Council of they would consider giving the em—
ployees the following day, Friday, July 5th, off, thereby making a
four day week —end. After discussion Mr. Hart moved to duplicate the
procedure followed at Christmas for the 4th and 5th of July with the
exception that employees having to work their regular shifts on July
4th and 5th be given extra time off at a time convenient to the de—
partment head instead of adding the time to their vacations. Mr.
Beatty seconded the motion and it was unanimously carried.
The members of the Council were handed copies of the proposed
1963-64 Budget for their consideration before adoption at the July
Council meeting.
After discussion Mr. Beatty moved to hold the Board of Equali—
zation meeting on Saturday, July 27th, 1963 prior to the regular
Council meeting, seconded by Mr. Hart and unanimously voted.
Mr. Webb advised the Council that Lieutenant Emil J. Tomasch
of the Fire Department will be 65 years old on July 7th of this year,
but would not complete 10 years service with the Department until
January 25, 1964. Under State Statute 175.351 making retirement
compulsory at 65, he would miss receiving his share of the Municipal
Firemen's Pension Trust Fund if retired on August 1st. After dis—
cussion it was suggested that Mr. Anderson look into the matter and
report to the Council at the July meeting.
Consideration of an appointment to fill the Council vacancy
and office of assistant mayor was discussed and tabled until the next
meeting.
There being no further business, on motion of Mr. Hart, seconded
by Mr. Beatty, the meeting adjourned.
