NOTE: The Regular Meeting of the City Council was held in -person at the appointed time and day in
accordance with open meeting laws set and defined by the State of Iowa (Sections 21.2 and 21.8).
1. WELCOME
1.1 CALL TO ORDER - The meeting was called to order at 7:00 p.m. by Mayor Heddlesten.
1.2 ROLL CALL - Council Members present: Adams, Halsey, Jurgena, Littrel. Absent: DCamp. Also
present: Clerk Krell, Operations Manager Ballard, Engineer Cooper, and other residents and visitors.
1.3 AGENDA APPROVAL - Motion by Jurgena, seconded by Littrel, to approve the agenda. All ayes.

3. RESOLUTIONS
3.1 2022-59 Resolution Approving a Contract with MSA Professional Services to Develop a Legal
Description of Easements Related to Fenno Drive (tabled 08/09/2022). Motion to untable by Adams,
seconded by Jurgena. All ayes. MC. Motion to approve by Adams, seconded by Jurgena. All nays.
Motion failed.
3.2 2023-003 Resolution Adopting Goals for FY24 (tabled 01/10/2023). Motion to untable by Littrel,
seconded by Halsey. Motion to approve by Adams, seconded by Jurgena. All ayes. MC,
3.3 2023-006 Resolution Setting Official Holidays (tabled 01/10/2023). Motion to untable by Adams,
seconded by Halsey. All ayes. MC. Motion to approve as amended by Adams, seconded by Littrel. 3
ayes; 1 abstention. MC.
3.4 2023-013 Resolution Appointing Officers and Committee and Commission Members for the City of
Riverdale, Iowa - Supercedes Resolution 2023-005. Motion to approve by Adams, seconded by
Littrel. All ayes. MC.
Littrel left the meeting at 8:26 p.m.
4. ADJOURNMENT
Motion to adjourn by Adams, seconded by Jurgena. All ayes. MC. The regular meeting of the City Council
was formally adjourned at 8:55 p.m.
