HomeMy Public PortalAbout20141208 - Board of Health - Meeting Minutes BOH December 8, 2014 Minutes Page 1 Approved on December 22, 2014 BOARD OF HEALTH Town of Hopkinton, Massachusetts 18 Main Street, 2rd Floor Meeting Room #211 Monday, December 8, 2014 at 7:00 p.m. MINUTES Members present: Paul Winshman, Chairman; Jennifer Belesi; Nasiba Mannan BOH Staff Present: Edward Wirtanen, Public Health Administrator The meeting was called to order at 7:07 PM by Chairman Winshman. Acceptance of Minutes Mr. Wirtanen requested that the Board approve the meeting minutes of November 24, 2014. Chairman Winshman requested a correction to his name on Page 1 under the Board of Health Recommendation section; the last two paragraphs. The request was noted by the Administrative Assistant. Ms. Belesi motioned to approve the November 24, 2014 meeting minutes with Chairman Winshman’s name corrections. Ms. Mannan seconded. All in favor. Open Session Request for a Building Permit Application Approval/196 Lumber Street/ Mr. Jeff Prall, Construction Advisor, Sarah & Patrick Donnelly Mr. Prall requested the Board’s approval for a building permit application to finish the basement at 196 Lumber Street. He said that this is an existing 4 bedroom, 9 room home built in 2013 and the owners would like to renovate the basement that would include two (2) finished rooms and a sink, preferably without submitting a deed restriction. Mr. Prall said that the developer informed the owners that they would be able to add additional rooms in the basement and provided them a quote for the work. He also informed the Board that they now have a revised floor plan from the one they submitted before and gave copies to the Board to review. Mr. Wirtanen informed the Board that the department spoke with the developer, at the time of constructing the home, and suggested to increase the size of the septic system to allow for additional rooms to this home and the developer did not want to increase the size of the system. The Board reviewed the revised floor plan and after a lengthy discussion the Board insisted on the following: BOH December 8, 2014 Minutes Page 2 Approved on December 22, 2014  That Mr. & Mrs. Donnelly increase the opening by the storage and utility area to minimum of 8 feet, possibly installing the separation wall at a 45 degree angle. This would provide a continuous open space and comply with the Board of Health’s room count regulation. They were also requested to return to the Board’s December 22nd meeting with the revised floor plan. Chairman Winshman noted that this is the only way to comply without submitting a deed restriction on the home. Review of 2014 Building Permit Denials Mr. Wirtanen informed the Board of the following:  Since the beginning of 2014 there have been 92 building permits applications that have been reviewed  Eleven (11) have appealed their denial to the Board and where approved.  Since March of 2008 76 permits were disapproved by staff  Sixty-two (62*) properties were approved by the Board with deed restrictions (*one deed restriction was removed)  Eleven (11) were approved without a restriction  Two (2) reduced the number of rooms proposed and one (1) was denied The following addresses were approved by the Board and required information or deed restrictions recording that were not provided by the applicant to date:  3 Summit Way-3/5/09 fee and water quality report not provided  234 Lumber St-7/4/11 deed restriction not recorded  32 West Elm St-9/8/11 deed restriction not recorded  5 Stagecoach Way-6/26/12 deed restriction not recorded  11 Pendulum Pass-required removal of garbage grinder which has not been done After reviewing the information the Board directed Mr. Wirtanen to prepare follow-up letters to the addresses above informing them that the department is still waiting for information and to have the Board review at their next meeting. Ms. Mannan also noted to include the address that has the garbage grinder. Future Meeting Schedule Mr. Wirtanen reminded the Board of their upcoming meeting date and requested to set their January meetings: ≈ Monday, December 22, 2014 The Board will meet on the following dates: ≈ Wednesday, January 7, 2015 ≈ Monday, January 26, 2015 BOH December 8, 2014 Minutes Page 3 Approved on December 22, 2014 Fiscal Year (FY) 2016 Budget Submittal Mr. Wirtanen advised the Board that the Department’s FY 2016, which was approved by the Board at their November 24th meeting, was submitted to Mr. Howe, Chief Financial Officer, on November 25, 2014 under the new MUNIS system and anticipates some feedback at some point. Chairman Winshman noted that at the Board’s last meeting he indicated that he would reach out to the Town Manager but has not done so as of yet and indicated that he definitely will by the Board’s next meeting. Mr. Wirtanen informed the Board that he has met and spoken with the new Human Resources Director Maria Casey and will be meeting with her regarding the Public Health Administrator’s job description posting. Massachusetts Health Officers Association (MHOA) Tobacco Violation Notice Mr. Wirtanen informed the Board that the Massachusetts Tobacco Cessation and Prevention Program run by MHOA recently conducted a tobacco retail inspection/compliance check in the Town of Hopkinton and the following vendor was issued a warning letter from the Federal Drug Administration for failing the inspection:  Hopkinton Gas, 1 Grove Street Mr. Wirtanen reminded the Board that this violation is enforced by the Federal government not by the local level. Chairman Winshman asked if there were any violations at the local level. Mr. Wirtanen said that there were no tobacco retail violations at the local level. Payroll Request Mr. Wirtanen requested that the payroll for him be signed by the Board.  December 8-13, 2014  December 15-20, 2104 Chairman Winshman signed the payroll request as presented for Mr. Wirtanen. Informational Documents: Mr. Wirtanen informed the Board of the following informational documents for their review:  E.L. Harvey Monthly Tonnage Report In Fiscal Year 2015 a total of $90,034.56 was received of revenue in lieu of taxes from E.L. Harvey. BOH December 8, 2014 Minutes Page 4 Approved on December 22, 2014  Board of Health November 2014 Expenses A total of $9,787.20 was expended for the month of November. This total amount is for one full time staff salary, medical services (flu shots and nurse), and other charges and expenses (which include the Food Inspector and Health Agent fees).  Presentation of Marijuana and The Teen Brain The Board is invited to attend the Boston Children’s Hospital Presentation of Marijuana and the Teen Brain which will take place on Wednesday, January 21, 2015 from 7pm-8:30pm at the Hopkinton High School, 90 Hayden Rowe Street Mr. Wirtanen informed the Board that Jean Vazza the Youth and Family Director’s has resigned and her last day is Friday, December 12, 2014. He said that she has been a tremendous force in the wellness campaign and other health issues and will be sorely missed. ADJOURN: Ms. Belesi motioned to adjourn at 7:45 p.m. Ms. Mannan seconded.
