Reiman approximately 7:00 P.M. on Thursday, July 22, 2004, Municipal Court/Police Facility, 230 Roosevelt Avenue, Carteret, New Jersey. Upon individual roll call, the following were noted present: ROLL CALL Councilmember Randy Krum " Susan Naples " Frank Parisi " Ronald Rios " Joseph Sitarz Also noted present was Borough Attorney Robert J. Bergen, Esq. Noted absent was Councilmember Brian Sosnowski. NOTED ABSENT The meeting was opened with a moment of Silent Prayer and The PRAYER,ALLEGIANcEPLEDGE OF Pledge of Allegiance led by Mayor Daniel J. Reiman. STATEMENT OF The Clerk stated that on January 6, 2004, the 2004 Annual Meeting MEETING NOTIcE Notice was published in The Home News Tribune, The Star-Ledger and posted on the bulletin board. Upon MMS&C, by Councilmembers Sitarz and Rios and unanimous APPROVAL OF affirmative vote of the five (5) Councilmembers present, the minutes MINUTES of June 3, 17 & 25 & July 6, 2004 were approved as transcribed and engrossed by the Clerk. ORDINANcE # 04-24 The Clerk stated Ordinance #04-24 was introduced and passed upon AMENDING & First Reading at a Regular Meeting of the Borough Council held on SUPPLEMENTING July 8, 2004. It was duly published in the Home News Tribune July ORDINANcE # 00-22, 13, 2004 with notice that it will be considered for final passage after CltEATING CHAPTER Public Hearing to be held on July 22, 2004 at approximately 7:00 P.M. 183, ESTABLISHING The Ordinance was posted on the bulletin board and copies were made AN OPEN SPAcE available to the general public and according to law, she read the TRUST FUND Ordinance by title. Upon MMS&C, by Councilmembers Rios and Sitarz and unanimous PUBLIC HEARING affirmative vote of the five (5) Councilmembers present, the Mayor declared the Public Hearing to be open: JULY 22, 2004 HEARING CLOSED There being no comments or objections to the Ordinance, the Mayor declared the Public Hearing to be closed, upon MMS&C, by Councilmmnbers Sitarz and Rios and affirmative vote of the five (5) Councilmembers present. Upon MMS&C, by Councilmembers Rios and Sitarz ORDiNANCE #04-24 "AN ORDiNANCE AMENDING AND SUPPLEMENTING ORDINANCE #00-22, CREATING. CHAPTER 183 OF THE CODE OF THE BOROUGH OF CARTERET AND ESTABLISHING AN oPEN SPACE TRUST FUND" was finally adopted. Upon individual roll call vote, Councilmembers ADOPTED K_mm, Naples, Parisi, Rios and Sitarz voted in the affirmative. Councilmember Sosnowski was noted absent. There being no comments or objections to the Resolutions, the Mayor MEETING CLOSED declared the Public Hearing to be closed, upon MMS&C, by Councilmembers Sitarz and Rios and unanimous affirmative vote of the five (5) Councilmembers present. Upon MMS&C, by Councilmembers Rios and Sitarz and unanimous MOTION TO affirmative vote of the five (5) Councilmembers present a motion was AMEND THE made to amend the Agenda to include Resolutions #04-243, #04-244 AGENDA and #04-245. JULY 22, 2004 Upon MMS&C, by Councilmembers Rios and Sitarz and unanimous PUBLIC INPUT affirmative vote of the five (5) Councilmembers present, the meeting ON ADDED was opened for public input on Resolutions #04-243, #04-244 and RESOLUTIONS #04-245. There being no comments or objections to Resolutions #04-243, #04- MEETING CLOSED 244 and #04-245 the Mayor declared the Public Hearing to be closed, upon MMS&C, by Councilmembers Sitarz and Rios and unanimous affirmative vote of the five (5) Councilmembers present. The Borough Clerk asked if any Councilmembers had any objections on the Consent Agenda and asked for a motion. Upon MMS&C, by Councilmembers Rios and Krum and unanimous CONSENT AGENDA affirmative vote of the five (5) Councilmembers present, Resolutions #04-215 to 245 were approved. Councilmember Sosnowski was noted absent. 13 JULY 22, 2004 ASSEMBLYMAN Mayor Reiman introduced Assemblyman John Wisniewski who WISNIEWSKI presented the Mayor with a check in the amount of $302,500.00. Assemblyman Wisniewski explained that the $302,500.000 will replenish the surplus account of the sewage utility in the Borough and benefit the residents by not having to raise the sewer rates. He spoke about the process of how the money was able to be granted to the Borough and the people who were involved in the process. OATH OF OFFICE Mayor Reiman administered the oath of office to Paul Gadomski who PROVISIONAL was sworn in as Provisional Fire Captain/Fire Official. Mayor Reiman FIRE CAPTAIN/ explained that William Reichert has retired. The Clerk stated that she was in receipt of a Communication from the TOWNSHIPS OF Townships of South Brunswick, Mansfield & Woodbridge- SOUTH BRUNSWICK, Resolutions supporting Financial Aid for Military Reservists. MANSFIELD AND WOODBRIDGE Upon MMS&C, by, Councitmembers Rios and Par/si and unanimous affirmative vote of the five (5) Councilmembers present, all Communications were ordered to be received and placed on file. PAYMENT OFBILLS Upon MMS&C, by Councilmembers Rios and Par/si all bills appearing on the prepared list properly audited and signed were ordered to be paid. Upon individual roll call vote, Councilmembers Knnn, Naples, Par/si, Rios and Sitarz voted in the affirmative. Councilmember Sosnowski was noted absent. 14 JULY 22, 2004 REPORTS The Clerk stated that she was in receipt of the following reports: DEPARTMENT 1. Board of Health-May 2004 2. Clerk's Office-June 2004 3. Inspection of Buildings-May 2004 Upon MMS&C, by Councilmembers Sitarz and Rios and unanimous affirmative vote of the five (5) Councilmembers present, ali reports were ordered to be received and placed on file. BUILDiNGS & GROUNDS: Committee Chairperson Naples said STANDING there was a meeting with the architect concerning the Borough Hall COMMI'I't'I~ES renovations. She said the bids will be advertised August 2nd and spoke about the process of awarding the bid. She said everyone will vacate the building. She said Community Development will be relocated upstairs in the Annex Building, the Mayor's Office and Clerk's Office will be relocated upstairs in the Community Center and the Construction Code, Zoning and Planning will be upstairs in the Recycling Building. She said this should take approximately twelve to eighteen months. She explained what will be done to the building. She spoke about the renovations to the Borough bus stops which will be repainted and relettered by the employees of the Buildings and Grounds Department. FINANCE & ADMiNISTRATION: Committee Chairperson Parisi spoke about the approval of the 2004 budget. He said there is no tax increase, he briefly explained. He spoke about the grants that would enable improvements to the town at no cost to the taxpayers. FIRE: Committee Chairperson Krum said the members of the Fire Department, EMT's and First Aid Squad do an unbelievable job. He sent out his condolences as well as the Mayor and Council's condolences to the family and friends of Matt Coffman who died in a car accident on Industrial Road recently. He reported progress. 15 JULY 22, 2004 STANDING PARKS & RECREATION: Committee Chairperson Rios said the COMMITI'EES Mayor has done a great job keeping the finances in order which allows a zero tax increase. He said the Little League tournaments began last week and will continue until July 30th. He spoke about the Middle School band concert in Carteret Park. He said the basketball, softball and tennis camps in Carteret Park were concluded and he thanked everyone involved. He said Grant Avenue Park should be complete in two weeks. He said the Concerts in the Park will be held every Friday in the park or in the Community Center in case of rain. He reported continued progress. POLICE: Committee Chairperson Sitarz said Detective Rivers gave the first graders from Columbus School a tour of Police Headquarters on June 16m. He spoke about the D.A.R.E. Program's graduation and picnic in Carteret Park. He said the Senior Citizens attended a class on fraud and seams and the Neighborhood Watch Program will have their National Night Out on August 3rd. He said they are still giving out tickets to tracks violating the Borough Ordinance. He reported progress. COMMENTS PUBLIC WORKS: Councilmember Rios complained that Councilmember Sosnowski is always absent. He felt he should be reminded of his duties since he is still in office until December 31 st. Mayor Reiman directed Borough Clerk Barney to pull the attendance records for the past year. STANDING Councilmember Sitarz in the absence of Committee Chairperson COMM1TI'EE Sosnowski spoke about the Recycling trucks and the amounts of all the recycling materials that have been taken in recently. He said the Road Department with the help of the Parks Department and Buildings and Grounds put up an eight foot fence on Varga Drive. He said the Road Department is patching potholes and they are changing handicapped parking space violation signs from one hundred to two hundred and fifty dollars. He said the Sewer Department is cleaning catch basins and sanitary lines and maintaining the pump stations. Councilmember Parisi said he would like to thank the Finance Committee, the Finance Department and Ron Gardner and his firm for their work on the budget. He also thanked all the department heads. Mayor Reiman agreed and thanked everyone involved. 16 JULY 22, 2004 BOARD OF EDUCATION: Committee Chairperson Naples said the STANDING architect has walked through the schools and the School Board COMMit'lEES Committee will meet on July 26th for ideas on overcrowding. She said the Clock Tower area by the high school, the gravel will be sodded soon weather permitting. She said Dennis Cherepski asked her to thank Mayor Reiman and Mrs. Leshko for their help with Sportsman's .... th Field. She smd the de&cat~on will take place on August 9 . Mayor Reiman said the dedication of Sportsman's Field will take place MAYOR REIMAN on August 9th which will be dedicated to Pete Vezzozi. He briefly spoke about grant money the Borough has been receiving; $2.7 million dollars in grants in the past month and $6.4 million dollars in grant money this year so far. Mayor Relman read the following proclamation: NATIONAL NIGHT OUT PROCLAMATI ON NATIONAL NIGHT OUT 2004 WHEREAS, the National Association of Town Watch (NATW) is sponsoring a unique, nationwide crime, drug and violence prevention program on August 3, 2004 called "National Night Out;" and WHEREAS, the "21st Annual National Night Out" provides a unique opportunity for the BOROUGH OF CARTERET to join forces with thousands of other communities across the country in promoting cooperative, police-community crime prevention efforts; and WHEREAS, the CRIME PREVENTION UNIT plays a vital role in assisting the CARTERET POLICE DEPARTMENT through joint crime, drug and violence prevention efforts in the BOROUGH OF CARTERET; and WHEREAS, it is essential that all citizens of the BOROUGH OF CARTERET be aware of the importance of crime prevention programs and impact that their participation can have on reducing crime, drags and violence in the BOROUGH OF CARTERET; and WHEREAS, police-community partnerships, neighborhood safety, awareness and cooperation are important themes of the "National Night Out" program; and NOW, THEREFORE WE, THE MAYOR AND COUNCIL, do hereby call upon all citizens of the BOROUGH OF CARTERET to join the CARTERET POLICE DEPARTMENT'S CRIME PREVENTION UNIT and the National Association of Town Watch in supporting the "2 ist Annual Night Out" on August 3, 2004 as "NATIONAL NIGHT OUT" in the BOROUGH OF CARTERET. 17 JULY 22, 2004 Mayor Reiman urged everyone to participate in National Night Out.
