HomeMy Public PortalAbout96-114 (07-16-96)Resolution No: 96 -114 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD APPROVING THE APPLICATION FOR GRANT FUNDS FROM THE LOS ANGELES COUNTY ' REGIONAL PARK AND OPEN SPACE DISTRICT SENIOR CENTERS & RECREATION FACILITIES COMPETITIVE GRANT PROGRAM FOR THE HAM PARK SENIOR CENTER REHABILITATION PROJECT WHEREAS, the people of the County of Los Angeles on November 3, 1992, enacted Los Angeles County Proposition A, Safe Neighborhood Parks, Gang Prevention, Tree Planting, Senior and Youth Recreation, Beaches and Wildlife Protection (the Proposition) , which, among other uses, provides funds to public agencies and nonprofit organizations in the County for the purpose of developing and improving senior centers and recreation facilities throughout the County; and WHEREAS, the proposition also created the Los Angeles County Regional Park and Open Space District (the District) to administer said funds; and WHEREAS, Section 8.a.3.B of the Proposition has allocated funds for senior centers recreation facilities through the District; and ' WHEREAS, the District has set forth the necessary procedures governing applications for grant funds under the Proposition; and WHEREAS, the City of Lynwood certifies through this resolution, that the application is approved for submission to the District; and WHEREAS, if the City of Lynwood is selected for a grant award, it will be required to enter into a Project Agreement with the District for the performance of the project as described in the application; NOW THEREFORE, BE IT RESOLVED THAT THE LYNWOOD CITY COUNCIL HEREBY: 1. Approves the filing of an individual application with Los Angeles County Regional Park and Open Space District for funds allocated under Section 8.a.3.B of the Proposition for the above named Project; and 2. Certifies that the City of Lynwood understands that it will be required to provide additional funding for the above -named Project if the requested grant funds are insufficient to complete said Project; and 3. Certifies that the City of Lynwood understands its obligations to operate and maintain the property(s) in perpetuity; and 4. Certifies that the City of Lynwood will return, within 30 days, both signed copies of the project agreement sent by the District for authorizing signature. 5. Certifies that the City of Lynwood will cause work on the project to be commenced within 180 days after receipt of a fully executed agreement. 6. Certifies that the City of Lynwood agrees and understands that the District may terminate the project at any point if it determines that the project cannot be performed as described in the application. 7. Authorizes the Assistant City Manager as agent of the City of Lynwood to conduct all negotiations, and to execute and submit all documents including, but not limited to, applications, agreements, amendments, payment requests and so forth, which may be necessary for the completion of the project as described in the application.
