A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF LYNWOOD TO APPROVE A SUBSTANTIAL
CHANGE TO THE CITY'S CONSOLIDATED PLAN
ONE YEAR ACTION PLAN FOR FISCAL YEAR 1996 -97

WHEREAS, on May 7, 1996, Lynwood City Council approved
the Final Consolidated Plan One Year Action Plan for fiscal year
1996 -97; and
WHEREAS, on May 16, 1996, additional CDBG and HOME
funds become available to the City, for use during the fiscal
year 1996 -97; and
WHEREAS, in order to obtain additional CDBG and HOME
funds for fiscal year 1996 -97, the City must incorporate the use
of these funds in it's F.Y. 1996 -97 Consolidated Plan One Year
Action Plan. Amendment to the One Year Action Plan constitutes a
Substantial Change; and
WHEREAS, HUD regulations have been met in order to make
a Substantial Change to the Consolidated Plan one Year Action
Plan, thus enabling the City to apply for said additional CDBG
and HOME funds.
NOW, THEREFORE, the City Council of the City of Lynwood
does hereby find, determine, order and resolve as follows:
SECTION 1. Approve and adopt the amendments to the
Fiscal Year 1996 -97 Consolidated Plan One Year Action Plan,
reflecting the Substantial Change to increase allocations to CDBG
Administration, Code Enforcement and Street Reconstruction; and
add new activities Crossing Guards, Afterschool Playground
Program and HOME Program.
SECTION 2. The City Manager or his designee is
authorized to amend the Consolidated Plan One Year action Plan
for fiscal year 1996 -97 and submit funding application to the
Department of Housing and Urban Development (HUD) for HOME and
additional CDBG funds.
SECTION 3. This resolution shall become effective
immediately upon its adoption.
