HomeMy Public PortalAboutResolution 2021-45 Memorializing Performance Evaluations and Establishing Compensation and Performance Criteria RESOLUTION 2021-45 A RESOLUTION MEMORIALIZING PERFORMANCE EVALUATIONS OF THE CITY ADMINISTRATOR AND DEPUTY CITY CLERK FOR FY 2021 AND ESTABISHING COMPENSATION AND PERFORMANCE CRITERIA FOR FY 2022 WHEREAS, The City of Riverdale, Iowa (“City”) is a Municipal Corporation, organized and operating under the laws of the State of Iowa; and WHEREAS, in July of 2020, the City Council engaged a City Administrator and Deputy City Clerk as full-time employees; and WHEREAS, those engagement agreements specified a range of duties, compensation levels and benefits as well as a requirement that each employee’s performance be reviewed by the Council at the end of the fiscal year to determine modifications to salary, benefits and job duties for the coming fiscal year; and WHEREAS, performance reviews of both the City Administrator and Deputy City Clerk were conducted over August and September of 2021 including one-on-one interviews with members of the City Council in closed session which identified some areas where staff performance could be improved through better definition of duties and responsibilities; and WHEREAS, challenges outside the control of staff (e.g. the COVID-19 pandemic) were taken into consideration when reviewing their performance over the past fiscal year; and WHEREAS, difficulties in the timely certification of the City’s FY22 budget with the County has resulted in a projected income deficit for the City in FY22. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF RIVERDALE, IOWA, Section 1. The City Council has completed the performance and compensation review process for the City Administrator and Deputy City Clerk for FY 21 and recommends that no changes be made to either employee’s compensation for the coming fiscal year based on those evaluations; Section 2. In an effort to improve the delegation of duties and responsibilities among City Staff, members of Council and staff are expected to finalize a list of goals and objectives (short-term and long-term) for review by the City Council at its meeting on October 12th; RESOLUTION 2021-45: A resolution memorializing performance evaluations of the City Administrator and Deputy City Clerk for FY 2021 and establishing compensation and performance criteria for FY 2022. The City Council will conduct interim performance evaluations of both the City Administrator and Deputy City Clerk based on the approved performance goals (ref. Section 2, above) to determine progress or lack thereof no later than December 31, 2021; Section 4. If warranted, the City Council may adjust compensation of the City Administrator and Deputy City Clerk following their respective interim performance evaluations and may make those adjustments effective January 1, 2022; Section 5. The City Council will conduct the annual performance evaluation of both the City Administrator and the Deputy City Clerk at the end of FY 22 and make adjustments to compensation for FY 23 (effective July 1, 2022), if warranted.
