HomeMy Public PortalAbout96-165 (10-28-96)RESOLUTION NO. 96 -165 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD ENCOURAGING THE FEDERAL GOVERNMENT TO CONDUCT AN INDEPENDENT AND THOROUGH INVESTIGATION INTO ALLEGATIONS THAT THE CIA WAS INVOLVED IN ILLEGAL DRUG ACTIVITY THAT PROVIDED A DIRECT LINK TO URBAN AND MINORITY COMMUNITIES WHEREAS, in August 1996, the San Jose Mercury Newspaper published a series of articles documenting the role of the Nicaraguan Contra Army in working with the CIA to create the crack cocaine epidemic in American Cities during the mid 1980's; and WHEREAS, according to the articles, U.S. Government Contra apparatus flooded Los Angeles African American Communities with tons of cocaine per year; and WHEREAS, the articles also allege that the cocaine sales generated hundreds of millions of dollars in profits which were used to finance the Nicaraguan Contra Army, and WHEREAS, the published articles also reported networks and methods utilized by gangs to move drugs in U.S. inner cities; and ' WHEREAS, drugs have been a contributing factor to the increase in violence and crime in our communities, and WHEREAS, this increase in violence and crime have reached over into other affluent communities; and WHEREAS, the City of Lynwood is encouraging the Federal Government to conduct a complete and thorough investigation into the CIA's alleged involvement in illegal drug activity in certain African American communities; and WHEREAS, the results of such investigation should be made available to the American public in order to restore a sense of trust in our government. NOW, THEREFORE, the City Council of the City of Lynwood does hereby find, determine, and resolve as follows: Section 1 . That the Lynwood City Council is encouraging the Federal Government to conduct an independent and thorough investigation into allegations against the CIA regarding drug trafficking that occurred during the past decade. Section 2. That the City Clerk is directed to certify the passage of this resolution and to transmit a certified copy of this resolution to the following officials: A. President Bill Clinton B. Attorney General Janet Reno C. Congresswoman Juanita Millender- McDonald D. Senator Diane Feinstein E. Senator Barbara Boxer F. Arlen Specter, Chairman of the Senate Committee on Intelligence Section 3. That this resolution shall take effect immediately upon its adoption.
