The following, acting alone, is authorized to manually sign all instruments of payment in the City: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD DESIGNATING BY TITLE AND NAME THOSE OFFICIALS WHO ARE AUTHORIZED TO SIGN INSTRUMENTS OF PAYMENT AND AUTHORIZING THE USE OF FACSIMILE SIGNATURES WHEREAS, subsection 2 -23.1 of Section 2 -23 of Chapter 2 of the Lynwood Municipal Code authorizes the City Council, by resolution to designate officers of the City to sign instruments of payment of the City and to execute instruments of payment with a facsimile signature in lieu of a manual signature; and WHEREAS, this resolution has been prepared for the purpose of implementing the authority conferred by the Lynwood Municipal Code, as described above in paragraph A, and WHEREAS, there is a need for the City Council to designate certain officers of the City to sign instruments of payment during periods when the City Treasurer is unavailable to sign or execute documents; and WHEREAS, during those periods, it is necessary to allow the operations of the City to continue in an uninterrupted manner. NOW, THEREFORE, the City Council of the City of Lynwood does hereby find, determine, and resolve as follows: Section 1 . That the following officers of the City are designated by name and title to sign instruments of payment, where so indicated, to sign those instruments of payment with a facsimile signature in lieu of a manual signature: TITLE City Treasurer NAME Iris Pygatt 2. Any two of the following officers, acting jointly, are authorized to sign all instruments of payment for the City and to sign those instruments of payment with a facsimile signature in lieu of a handwritten (manual) signature; provided that any instrument of payment requiring the signatures of two officers must be signed manually by one of those officers: TITLE Mayor Mayor Pro Tern City Manager Assistant City Manager Assistant City Manager Assistant City Manager NAME Paul H. Richards, Louis J. Heine Faustin Gonzales Ralph Davis Alfretta F. Earnest Emilio M. Murga Section 2. That the City Treasurer is directed to provide certified copies of this resolution to all financial institutions used as depositories for City funds, and to process any further documentation required by those financial institutions for the purpose of implementing this resolution. Section 3. That the City Clerk is directed to file with the Secretary of State the manual signature, certified under oath, of each officer who is authorized by this resolution to sign instruments of payment with a facsimile signature. The State filing is required by Government Code Section 5501 ( "Uniform Facsimile Signature of Public Officials Act "). Section 4 .
