The motion passed unanimously. Approval of Minutes Ms. Deetz moved and Mr. Hoffman seconded to approve the minutes from the July 9, 2019 Regular Meeting and the July 23, 2019 Special Meeting as printed. The motion passed unanimously. Communication Received Ms. Nanoski stated no communications have been received. New Business A. Section 106 Review – 1813 W. Main Street Homeowner has been approved to participate in the CDBG Minor Home program. The proposed project is replacement of three broken windows and repair or replacement of the drain pipe in the front yard of the property using acceptable methods to prevent further erosion. The residential structure was constructed in 2005 and is not listed individually on the register or within a historic district. Staff recommended approval of Section 106 Review as no historic properties are affected. Mr. Record moved and Ms. Jones seconded to approve the 106 Review. Motion passed unanimously. B. Section 106 Review – E. Miller Street and Chestnut Street Sidewalk Improvement City proposes to replace and/or install approximately 1130 feet of sidewalk that is 4 feet wide and the construction of six ADA ramps. The sidewalk on Chestnut Street abuts the curb which is also deteriorated beyond usefulness and will also need to be replaced. This curb in conjunction with the curb that will need to be replaced to construct the ADA ramps amounts to 400 feet. The sidewalk on Chestnut Street abuts a steep earth/rock slope that continues to 2 slough material onto the sidewalk. A two to three foot tall retaining wall approximat ely 328 feet in length is proposed to correct this issue. Concerns were expressed by Commission members regarding the appearance of a portion of the proposed sidewalk goes along City property. Also concerns were expressed whether the proposed project benefits low income individuals. Mr. Hoffman moved and Mr. Wheat seconded to table this item and request clarification from staff as to ownership of the property concerning the City and whether the neighborhood is low income and qualifies for sidewalks. The motion passed unanimously, with one nay vote from Mr. Hoffman. Other Business A. Dangerous Building Determination Ms. Nanoski stated that the property at 1218 Jackson Street has been determined as dangerous by the Building Official. These properties were impacted by the May 22, 2019, EF 3 tornado. B. Comprehensive Plan Community Workshop Announcement Ms. Nansoki announced that future Comprehensive Plan Community Workshops are scheduled for July 30, August 29 and September 19, 2019. Next Regular Meeting Date, September 10, 2019 Adjournment Ms. Deetz moved and Mr. Hoffman seconded to adjourn the meeting at 5:55 p.m. The motion passed unanimously.
