FIRE STATION COMMITTEE
Held a Regular Meeting
On Wednesday,November 16, 2016 at 4:30 p.m.
At The Brewster Town Office Building,2198 Main Street,Brewster, MA
MEETING MINUTES
Present: Chair Robert Miller, Ralph I gegneri, Charles Sumner, Herb Montgomery and
Hayley Winfield. Liaisons: Town Administrator Mike Embury and Fire Chief Robert
Moran.
Also Present: Neal Provost and Taylor MacDonald from.Pomroy Associates, Deputy Fire
Chief Kevin Varley and Rick Haley of the Cape Codder.
The Chair called the meeting to order at 4:30 pin
Recording or Taping Notification: "As required by the Open Meeting Law we are informing you that the
Town will be video-taping and audio taping this public meeting. In addition, if anyone else intends to either video
or audio tape this meeting they are required to inform the chair." We request that all cell phones be tanned off or to
vibrate.

1. Bid results--Review
Taylor MacDonald of Pomroy Associates reviewed the three bids received and though he would
have preferred to have received five or six bids out of the nine bidders that were prequalified, the
bids received are in line with estimates and under budget. Delphi Construction is the low bidder at
$9,943,800. The second bidder was WES Construction Corp at $10,585,523 and RAC Builders at
$11,105,000. It has been decided to start to move forward with Delphi Construction.
2. Notice of Award - Review
Delphi Construction, Inc. of Waltham and Mashpee has been notified that they have been awarded
the bid and a contract has been sent to them. Once the contract is received and executed, the
process will move forward. At the initial meeting the preliminary schedule was reviewed,
introductions made with the project managers, and there was a review of the site. On November
30, 2016 a kick off meeting has been scheduled and it is expected to iron out a lot of
preconstruction details at this meeting. The hope is to start construction in December and it is
estimated the project will take 16 months. There was a brief review of the construction timeline
that will ultimately depend on weather.

3. Budget- Update
A project budget will be provided to the Fire Station Committee and it will be updated on a monthly
basis.
4. Schedule—Review
Project meetings on site will be weekly at the start of the construction and move to twice monthly
once the project is underway to the first and third Wednesday's of the month. Once the paperwork
is taken care of,the notice to proceed will be issued and the contractor can start.
5. Project Meeting Schedule- Review
The push will be to get as much done before the ground freezes that can be done. Safety at the
construction site will be a major concern. The operation of the COA and traffic flow will be
considered. Once decisions have been made, they will be brought back to the Committee and the
COA for approval. The auxiliary building was cleared out and most of the materials went to the
dump. A couple of truckloads of Hazmat material went to the collection day in Harwich. A
temporary tent facility will be built on state property and the Nickerson DGR will allow the use of
their garages for the storage of the Fire Station equipment. Neal Provost of Pomroy Associates will
be the Clerk of the Works for this project and he is also a Brewster resident. Pomroy Associates has
had positive feedback from Delphi Construction.
6. Open Discussion
The Chair stated that the Fire Station project has been vetted since 2001 and he thanked the
Brewster Citizens, the Fire Department Staff, the Fire Chief, the Board of Selectmen and the Finance
Committee, and the Fire Station Building Committee and all of those involved in bringing the fire
station to fruition. Town meeting approved the project last year and a lot of work has been put into
the process. With the Chair's knowledge, Ralph ingegneri has passed along to Delphi Construction
and the Clerk of the Works, the responsibilities of the Fire Station Committee and he also thanked
everyone involved for all of their work in this process.
There was a brief review of the construction process. Two buildings will be demolished and in
January/February will begin the site work in coordination with the contractor. Fill will be brought in
and underground drainage structures will be installed. In March the foundations will be installed,
steel will arrive and the building will start to go up. Rough plumbing, rough mechanicals, rough
interior framing along with walls will then be installed and the building will be closed in.The building
along with the final site work and the drive way will be completed.
The approximate start date will be around December 15, 2016 with the shovel in the ground, but
because it is being started in the winter, a few weeks were added to end the project so it can be
completed within the 16 months. .The contractor expects completion of the project in 13 months
pending a good winter.

7. Upcoming Meetings—Discuss

The project committee will be meeting every two weeks, It was decided that Fire Station
Committee meetings will take place monthly but allow for flexibility depending on what is occurring.
The next meeting will take place once the project has begun so that there is progress made to be
reported. The Board of Selectmen will be given an update and overview of the project schedule at
their December 28, 2016 meeting.

There will be a ground breaking scheduled in the near future.
8. Vote to Approve August 17, 2016 Meeting Minutes
Motion made by Herb Montgomery to approve the meeting minutes of August 17, 2016 as
presented. Haley Winfield seconded.
