HomeMy Public PortalAbout97-001 (01-07-97)RESOLUTION NO. 97-1 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD APPROVING AN AMENDMENT TO THE LYNWOOD GENERAL PLAN CHANGING THE LAND USE DESIGNA- TION FROM COMMERCIAL TO TOWNHOUSE ~ AND CLUSTER HOUSING FOR ASSESSOR'S PARCELS NOS. 18, 19, 20, 21, 22, 23, 24, 27, 28, 29, 45, 46, 47, 48, 51 ON PAGE 026, BOOK 6189, LYNWOOD, CALIFORNIA WHEREAS, the City Council of the City of Lynwood, pursuant to law, held a public hearing on a proposed amendment to the General Plan land use designations for Assessor's Parcels Nos. 18, 19, 20, 21, 22, 23, 24, 27, 2g, 29, 45, 46, 47, 48, 51 on page 026, book 6189, located on the west side of Virginia Avenue, between Fernwood Avenue and Cortland Street in the City of Lynwood; and WHEREAS the General Plan designation of these parcels has been recommended to be changed from Commercial to Townhouse and Cluster Housing; and WHEREAS, the City Council has carefully considered all pertinent testimony offered at the public hearing; and WHEREAS, the Council has determined that residential use of this property would be consistent with the goals and policies of the General Plan; and , WHEREAS, the Planning Commission, at their regularly scheduled meeting on April 12, 1994 recommended approval of this General Plan Amendment; and WHEREAS, the Director of Community Development has determined that the proposal will not have a negative effect on the environment, and has thereby prepared a Negative Declaration for the project; NOW, THEREFORE, the City Council of the City of Lynwood hereby resolves as follows: Section 1. That the City Council of the City of Lynwood finds and determines that: A. A residential designation of this property would be compatible with surrounding land use. B. The subject properties would accommodate existing and future residential development due to their size, location, and proximity to other residential land uses. C. The General Plan Amendment to Townhouse and Cluster Housing would be consistent with the goals and• policies of the , General Plan. D. The proposed General Plan Amendment will not be detrimental to the properties surrounding the site. Section 2. The City Council of the City of Lynwood, based upon the aforementioned findings and determinations, hereby approves General Plan Amendment GPA 96-02, changing the General Plan map designation for Assessor's Parcels No. 18, 19, 20, 21, 22, 23, 24, 27, 2g, 2g, 45, 46, 47, 48, 51 on page 026, book 6189, 1 located on the west side of Virginia Avenue, between Fernwood Avenue and Cortland Street, City of Lynwood, County of Los Angeles from Commercial to Townhouse and Cluster Housing. Section 3: The amendment of the Zoning Ordinance and Zoning Map will not have a significant effect on the environment and a Negative Declaration has been issued pursuant to the provisions of the California Environmental Quality Act and State CEQA Guidelines.
