A RESOLUTION: APPROVAL OF HARRISON STREET MURAL
WHEREAS, the Leesburg Town Council supports the Commission on Public Art,
established in 2006 (COPA Article XII Section 2-100 of the Leesburg Town Code); and
WHEREAS, the work of the Commission on Public Art encourages and supports art
to enhance Leesburg's identity while demonstrating the value of art and creativity within the
community; and
WHEREAS, the Commission on Public Art has received a proposal from local artist
James Garofalo for a mural design that would contain graphic pictorials related to shops,
events, and activities in downtown Leesburg.
WHEREAS, the mural wall is in the public right-of-way adjacent to the property found
on PIN 231-28-8659; and
WHEREAS, the painting would take an estimated 10 to 12 weeks for completion, and
would cover the entire Harrison Street wall, which measures approximately 830 square feet;
and
WHEREAS, the entire projected is expected to cost $2,500.; and
WHEREAS, the Commission on Public Art voted to encumber $1,000 of its funds
towards this project while Friends of Leesburg Public Art agreed to fund the remaining $1,500;
and
WHEREAS, minimal staff time by the Department of Public Works and Capital
Projects will be needed to prepare the wall for the mural art, and for maintenance of the mural;

WHEREAS, the Town Council must endorse all art displayed on public property.
THEREFORE, RESOLVED that the Council of the Town of Leesburg in Virginia as
follows:
SECTION I: The Town Council hereby endorses the Harrison Street mural designed
by James Garofalo for installation on the Harrison Street wall.
SECTION II: The Town of Leesburg will own and maintain the physical mural.
SECTION III: The Town Manager is authorized to execute a contract with James
Garofalo, in a form approved by the Town Attorney, outlining the mural art copyright retained
by James Garofalo with reproduction rights given to the Town for appropriate promotional
and educational purposes.
