I. Call to Order Members present: Martinson, Weir, Siitari, Pederson, Crosby (arrived at 5:36 p.m.) Members absent: None Also present: City Administrator Scott Johnson, City Attorney Ron Batty, Engineer Bruce Paulson, Police Chief Ed Belland, Public Works Superintendent Steve Scherer and Finance Director Jeanne Day II. Closed Session: Discuss Property Acquisition The meeting adjourned to closed session at 5:35 p.m. to discuss property acquisition for the Public Works Facility. The Council directed staff to move forward with the discussed options for the Public Works Facility. The Council returned to open session at 6:00 p.m. III. I. Call to Order Members present: Crosby, Martinson, Siitari, Pederson, Weir Members absent: Also present: City Administrator Scott Johnson, Public Works Superintendent Steve Scherer, Police Chief Ed Belland, and Finance Director Jeanne Day. II. 2012 Budget Open House Johnson provided a presentation on the City's proposed 2012 budget and tax levy. The presentation included: detail on how taxes are determined; Medina market value history; tax levy and tax rate history; tax impact on Medina households; comparison of area city tax rates and per capita tax spending; proposed 2012 budget and tax levy figures; summary of revenue trends; key expenditure line items and categories. Carolyn Smith, 545 Medina Road, inquired about employee compensation. Finance Director Jeanne Day explained that employee compensation is budgeted to increase 1.5% with a 4% cap with pay steps. Changes were also made to employee benefits to reduce future costs. The changes will need to be negotiated in the Police Contract. Bob Franklin, 2819 Lakeshore Avenue, stated he appreciated the City Council keeping the levy stable and the longevity of staff members. Franklin stated that he supports providing quality benefits and compensation to employees in lieu of hiring more staff. III. Adjournment The meeting was adjourned at 6:53 p.m. T.M.
