RESOLUTION ACCEPTING RSM'S BID FOR
FORENSIC ACCOUNTING SERVICES
WHEREAS, the City of Riverdale, Iowa ("City") is a municipal corporation, organized and operating under
the laws of the State of Iowa; and,
WHEREAS, on January 10, 2023, Council approved a Scope of Work for a forensic audit pertaining to TIF
transactions from FY17 to present and general fund transactions from FY21; and,
WHEREAS, on January 13, 2023, the Clerk forwarded the Scope of Work to 9 Quad City accounting firrns
identified in a Google search and through the Quad City Chamber of Commerce website; and,
WHEREAS, on February 1, 2023, the Clerk met virtually with representatives from RSM's governmental
auditing department to discuss the Scope of Work and details of the project; and,
WHEREAS, on February 3, 2023, the attached bid was received from RSM:
TIF review estimated fees:
General Fund review estimated fees:
$7,700 to $12,600
$7,000 to $11,200
WHEREAS, the Clerk recommends accepting one or both of the above bids from RSM; and,
WHEREAS, the funding source for this action is #001-650-6401 - City Hall Auditing/Accounting.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF RIVERDALE, IOWA,
THAT:
SECTION 1: The bid from RSM for TIF review is approved and accepted; estimated fees range from
$7,700 to $12,600.
SECTION 2: The bid from RSM for General Fund review is approved and accepted; estimated fees range
from $7,000 to $11,200.
SECTION 3: The Mayor and Clerk are authorized to sign any agreements necessary for RSM to begin
work on the project.

SECTION 4: RSM is directed to present their findings in a recorded, public meeting on or about May 15,
2023.
