HomeMy Public PortalAbout97-063 (05-20-97)RESOLUTION NO. 97-63 "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD IN SUPPORT OF PROPOSITION L, A SPECIAL TAX MEASURE TO PRESERVE COUNTY LIBRARy SERVICES, IN ' THE JUNE 3,1997 SPECIAL ELECTION" ~'VHEREAS, the County of Los Angeles Public Library provides library service to residents of the City of Lynwood; and WHEREAS, the funding of the County of Los Angeles Public Library has been severely disrupted in recent yeazs due to the loss of property tax revenues reallocated by the State of California to state purposes; and VVHEREAS, in 1995 the County Boazd of Supervisors implemented a community facilities district (CFD) for the County Public Library to replace lost property tax revenues and restore library service levels, and the City of Lynwood has participated in the CFD and preserved library service to its residents; and ~'VHEREAS, passage of Proposition 218 in November, 1996 will eliminate the County Library's CFD after June 30, 1997 and will result in reduced library services in the City of Lynwood if the CFD revenue is not replaced; and WHEREAS, the County Boazd of Supervisors has placed Proposition L on the June 3, 1997 election ballot to provide for a special tax to support the County Library and ' help maintain library services in the areas currently participating in the CFD; and WHEREAS, approval by voters of Proposition L will help stabilize the County Library's funding and maintain library service levels in the City of Lynwood to the benefit of the adults and children who use the Lynwood Library; NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL: Section 1. That the City of Lynwood endorses Proposition L and encourages voters in the City of L}~nwood to vote in favor of this measure on June 3, 1997 Section 2. That the City Clerk is directed to forward a copy of this Resolution at the earliest possible date after its adoption to the County Board of Supervisors and to member cities of the League of California Cities (Los Angeles County Division) and the California Contract Cities Association.
