HomeMy Public PortalAbout92-148 (09-15-92)RESOLUTION 92- 148 A RESOLUTION OP THE CITY COUNCIL OF Tf-IE CITY OF LYNWOOD THE DESIGNATING A PLANNED COMMERCIAL DEVELOPMENT DISTRICT FOIZ PROPERTI}S LOCATED IN REDEVELOPMENT PROJECT AREA "A" AND BOUNDED ~~ ~ BY AB130TT ROAD ON TI-I F. NORTH, TMPERIA}.. T-ItGFTWAY ON THE SOUTH, ATLANT}C AVENUE ON THE EAST, AND • IRREGULARLY ON THE WEST, ENCOMPASSING APPROXIMATELY 10.2 ACRES TN THE C-3 (FIEAVY COMMERCIAL) ZONE. WHEREAS, the City Council, pursuant to law, conducted a public hearing on the subject designation; and WHEREAS, the City Council considered all pertinent testimony offered at the public hearing; and WI-[IRI~:AS, the Community Development Director has determined that the proposal will not have a negative effect on the environment, and has therefc'~re declared a Negative Declaration for the proposed designation; and ~~ WHEREAS, the Planned Commercial Development District designation of the subject properties will facilitate the redevelopment of property, replace obsolete retail uses and enhance a highly visible portion of the commercial corridor along Atlantic Avenue; and WHERF,AS, concurrent development of the subject properties offers the opportunity to master-plan two blocks of commercial frontage along Atlantic Avenue commensurate with the goals and objectives of the City's General Plan; NOW, TIIEIZEPORE, the City Council does hereby find and determine as f~~>Ilows: Section 'I. The proposed Planned Cununerrial Develupnienl Uislrictwill lecililnk~ ti;e redevelopment of a major portion of the Atantic Avenue comnx~rcial corridor. Section 2. The proposed Planned Comnu~rcial Developnu~nt District-will facilitate master planning ul a two block area of the City to uihance area parking, site ingress and egress; coordinated off-site improvements and the provision of common area design ~ treatment. Section 3. ~'he establishnicnl of the Planned Commercial Development District designation for the subject properties will not adversely affect the General Plan. Section 4. The Planned Commercial Development District designation and resulting development will not have a negative effect on the values of surrounding properties or interfere with or endanger the public health, safety or welfare. Section 5. The Planned Commercial Development District designation will act as catalyst in fostering other adjacent quality commercial developments. Section G. The City Council of the City of Lynwood, based upon the aforementioned findings and determinations, hereby recommends designation of the subject properties a Planned Commercial Development District (PCD) No. 1 subject to the condifions established by the Site Plan Review Committee, Planning Commission and City Cotnuil upon review and approval of a final PCD master plan for the subject site. APPROVED AND ADOPTED this 15th day of September, 1992, by the City Council. IS J.
