COUNCIL “PRE-MEETING” WORK SESSION, SEPTEMBER 3, 2019
CALL TO ORDER
Mayor Carrie Tergin called the September 3, 2019 City Council “Pre-Meeting” to order
at 5:45 P.M. to review the agenda.
ATTENDANCE
The following Council Members were present when the meeting convened:
Present: Fitzwater, Graham, Hensley, Hussey, Kemna, Prather, Schreiber,
and Ward
Absent: Mihalevich and Wiseman
A quorum was present.
DISCUSSION OF AGENDA ITEMS
Councilwoman Ward will lead the prayer.
Miscellaneous
- Mayor Tergin will introduce Maddy Larkin and Maxon Fischer who both
competed nationally in the Jr. NBA Skills Challenge.
- A representative from Missouri River Relief is attending the meeting to
announce upcoming events.
- Mayor Tergin will welcome Guns and Hoses participants and present the
trophy to team Guns.
- Susan Cook-Williams from River City Habitat will then announce upcoming
events.
Announcements
- Councilman Hussey will announce his intentions to keep bill 2019-040 on the
informal calendar. The bill is going back to the Public Works & Planning
Committee on Thursday, September 12th.
- Mayor Tergin will announce a tentative City Council work session for
September 30th, schedules permitting. The work session will cover tornado
related issues.
Bills Introduced
- Matt Morasch, Director of Public Works will present bill 2019-047.

- Ryan Moehlman, City Counselor will present bill 2019-048.
Bills Pending
- Mr. Morasch will present bill 2019-045.
- Bill 2019-046 will likely be placed on the informal calendar.
Councilwoman Wiseman arrived at the meeting at 5:52 P.M.
Informal Calendar
- With the absence of Councilman Mihalevich, the sponsor of the bill, a motion
will be made to take bill 2019-036 off the informal calendar for discussion, a
motion, and a vote to pass. Margie Mueller, Director of Finance and I.T. will
present the bill.
- Bill 2019-040 will remain on the informal calendar. The bill will be taken up at
the next Public Works and Planning Committee meeting for Staff suggestions.
