BOARD OF HEALTH MEETING
TUESDAY JULY 5, 2016 AT 7:00PM
TOWN HALL, ROOM A
Board members present: Carmen Scherzo, DVM,Chairman;Annie Dugan, RN and James Gallagher
Board members absent: Mary Chaffee, RN, PhD and Joe Ford
Others present: Nancy Ellis Ice, MPH, CHO, RS, Health Director and Tammi Mason,Senior Department Assistant
1. Chairman's announcements
Dr.Scherzo stated that the BOH meeting will be switching from Tuesdays to Wednesdays and talked about Conservation Day,
Saturday,July 9th from 9:30-2:30.
2. Bennett Environmental Associates, Inc.–variance extension request for 298 Robbins Hill Road
Mr. Bennett explained that the previous variances were granted on August 4,2015 and that they are looking for an extension of 1
year.
Ms. Dugan asked why nothing had been done in the past year. Mr. Bennett explained that they had run into some trouble starting
the construction due to an issue with the decking.
Mr.Gallagher stated he had no problem with extending the variances for a year.
Motion:Grant the 1 year extension to August 13, 2017.

3. Moran Engineering Associates, LLC–Title 5 and Local variance requests for 6 Seaman's Lane
Mr.Judd handed out a revised plan which included a conservation note and a pump change. They will be replacing a leaching pit
and a septic tank with a Micro-Fast system which has a pump chamber. The property does have a well. The following variances are
being requested:
1. To allow the proposed leaching area to be 5 feet from the property line
2. To allow the proposed leaching are to be 72.9 feet and 65.8 feet from existing wells
3. To allow the maximum cover to be up to 5.9 feet
4. To allow the proposed leaching area to be 117 feet from Slough Pond
Ms. Dugan asked which direction groundwater flowed. Mr.Judd stated that is goes NW 4 SE.
Mr.Gallagher asked if Conservation had reviewed the wetlands. Mr.Judd stated that they had.
Mr.Gallagher asked why he was asking for more depth on the covers. Mr.Judd stated that the topography was hilly and there is no
place else to put it. It was noted that the neighbors system is 50 feet from the well and has a Singulair septic system.
Ms. Dugan asked about vents. Mr.Judd stated that it will have the 1 required vent.

Dr.Scherzo asked if there was Town water available. Mr.Judd said there wasn't.
Dr.Scherzo voiced his concern about phosphorus,especially since the system is being place in the exact same location. He spoke
about the groundwater flow and the "capture"plan.
Mr.Judd stated that he was not prepared to speak about phosphorus and that there isn't a requirement to do so. He stated that
this plan was the best he could do with the perimeters that he has.
Ms. Dugan stated that she thought that it would be best if the trenches were placed perpendicular to groundwater. Mr.Judd stated
that it makes no difference if they are place perpendicular or not. Mrs. Ice stated that it is not something that is required.
Motion: Finding that groundwater is NW 4 SE,the proposed system is an improvement from the current failed septic system and
groundwater is greater than 10 feet,grant the variances as requested.

4. Ryder&Wilcox—continued local variance request for 280 Old Owl Pond Road
Judy Bersin presented this to the Board.
Mr.Gallagher stated that he was not at the original hearing but that he had reviewed the videos and looked at the plans and can be
part of the discussion and vote this evening.
This will be an entire new system with a re-built home. The requested variance is to allow the proposed leaching to be 130 feet
away from the pond. It was noted that the groundwater flow is NE, which is away from the pond. The new home is going to be 2
bedrooms.
Motion: Finding that groundwater flow is away from the pond,the depth to groundwater is at least 20', a pressure dosed system is
to be installed and the Conservation Commission has approved the plans,grant the requested variance.

5. Ryder&Wilcox—approval of an I/A system at 50 Sea Meadow Lane
Stephanie Sequin presented this to the Board. They would like to upgrade to a 3 bedroom home on a 23,000 square foot lot. There
is a well on the property. There is no town water available.
Ms.Sequin stated that they will be installing a Septi Tech system for nitrogen removal. There are no wetlands involved or variances
required.
Mr. Gallagher asked about the soils in the area. Ms.Sequin said there were terrible soils in this area.
Motion: Finding that groundwater flow is away from the system,and there is a reserve area,grant permission for the use of an I/A
system.

6. Mark Bowman-request for an extension of variance for 42 Barberry Lane
Mr. Bowman explained to the Board that he would like a one year extension for the previous variances granted. He would like to
keep the system as is for the summer and start the work in the fall.
Motion:Approve the extension request for 1 year until September 8, 2017.

7. Topics the Chairman did not anticipate
Dr.Scherzo asked that the Bedroom definition be put on for the next agenda.
Mr.Gallagher would like to talk about requiring the floor plan to be on all septic plans.
Ms. Dugan asked that when an application is continued at a meeting that the date be placed on the agenda
Dr.Scherzo spoke about the regulations that Town Counsel had send opinions on. They will be discussed at the July20, 2016
meeting.
