motion of Mr. Beatty, seconded by Mr. Hart,
ORDINANCE NO. 97
AN ORDINANCE AMENDING ORDINANCE #7
OF BAL HARBOUR VILLAGE
was unanimously adopted.
A letter from the Americana Hotel requesting use of the
grass lot owned by Mr. Whitman for overflow parking during certain
stated periods was presented. After discussion, Mr. Hart moved to
ratify Mr. %ebb's action in approving the use for September and to
approve the use for October. The request for November and December
parking to be deferred until the next meeting. The motion was second—
ed by Mr. White and unanimously voted.
On motion of Mr. Hart, seconded by Mr. Beatty, and unanimous—
ly voted funds were transferred to balance the 1962-63 budget in the
following amounts: From Dept. 03P—$1,680.00; 05—$4,620.00;
07—$2,140.00 to Dept. 01—$360.00; 02—$1,650.00; 03F—$570.00;
06—$5,860.00.
Mr. Charles Church, representing Marion Butler's Real
Estate Office, requested that the "For Sale" sign on Lot i3 of the
Ocean Front Section be permitted to remain another 90 days. On
motion of Mr. Hart, seconded by Mr. White, the request was granted.
The Council were presented their salary of $1.00 for the
fiscal year ending September 30, 1963.
There being no further business before the meeting, on
motion of Mr. Beatty, seconded by Mr. Hart, the meeting was ad—
journed.

Upon motion of Mr. Hart, seconded by Mr. White, the
minutes of the previous meeting of September 28th were approved
as submitted.
Mrs. Beulah Butler, Manager of the Vista Shores Apartments,
appeared before the -Council requesting a clarification on the rent—
ing of the small cottages in back of the apartments in Bal Harbour.
She stated that last year Mr. 'Webb informed her these could only be
rented to the help brought down by the guests in the apartments.
However, due to the difficulties involved in renting apartments be—
causa of the large number available at the present time, she was
requesting a ruling at this time. Mr. Anderson informed the Council
that this most probably was a zoning matter which should be taken
under consideration and discussed with Mr. Webb on his return. Mrs.
Butler agreed to see Mr. Webb on this matter next week.
On a motion made by Mr. Hart and seconded by Mr. 'White, the
Council unanimously voted -to allow the. Americana Hotel to use outside
the paved parking area in the business section during` November and
December as outlined in their letter.
The Village Clerk then presented the applications for taxi
permits informing the Council of no change in the applications. Mr.
Hart moved that 16 permits be granted the Morse Taxi and Baggage Transfer,
Inc.; 15 to North Beach Yellow Cab Company and 15 to Surf Cab, Inc.
Mr. White seconded the motion and it was unanimously carried.
The application made by Red Top Sedan Service, Inc. for one
limousine permit was presented. After discussion, Mr. White moved to
give Red Top Sedan Service, Inc. one limousine permit. Motion second—
ed by Mr. Hart and unanimously approved.
The next order of business to come before the Council was
Ordinance No. 98 creating a Bird Sanctuary in Bal'Harbour. Mr.
Anderson explained that in establishing a Bird Sanctuary it would
make it unlawful to kill birds within the corporate limits of Bal
Harbour. Mr. Hart moved to2adopt

Mr. White seconded the motion and it was unanimously approved.

There being no further business before the Council, Mr.
