The September 8, 2006, meeting of the Riverside Orange Corridor Authority was
called to order at 8:40 a.m. by Jeff Miller, Council Member, City of Corona, at the
City of Corona's — City Hall, Council Chamber.
1. Welcome and Introductions
Jeff Miller, Council Member, City of Corona, gave opening comments.
Chairman Miller introduced Rock E. Miller of Katz, Okitsu Associates. Mr. Miller
presented on behalf of the Institute of Transportation Engineers an award to the
Orange County Transportation Authority (OCTA) and Riverside County
Transportation Commission (RCTC) for their work on the Riverside County —
Orange County Major Investment Study.
2. Nominations for Chair and Vice Chair
A motion was made by Committee Member Campbell, seconded by Committee
Member Tavaglione, and declared passed by those present, to approve Jeff
Miller as Chair and Carolyn Cavecche as Vice Chair for the Riverside Orange
Corridor Authority.
3A. ROCA Agreement Overview
Eric Haley, RCTC, Executive Director and Arthur T. Leahy, OCTA, Chief
Executive Officer provided a verbal overview. Messrs. Haley and Leahy thanked
U.S. Representatives Gary Miller and Ken Calvert for their support.

3B. RC-OC Corridor Action Plan Update
Tony Rahimian, Project Manager Consultant, provided a verbal PowerPoint
presentation regarding the elements of the action plan. ROCA Member
Campbell inquired about the scope and governance of the State Route 74
improvements. Mr. Rahimian indicated that projects are necessary beyond
those currently underway at Caltrans and that an ad hoc committee is needed to
communicate about additional projects and advocatelor necessary funding.
3C. Background on Need for Geotechnical Studies
Tony Rahimian, Project Manager Consultant, provided a verbal PowerPoint
presentation regarding the need for geotechnical studies. After discussion of the
time required for the studies to consider co -locating water and transportation
tunnels (three years to a decision to pursue an environmental document), the
Committee agreed to request that RCTC begin the permit process with the
Forest Service and retain consultant resources necessary for geotechnical work
and refinement of alignments.
At the request of ROCA Chair Miller, Mr. Haley committed to having a websit
available by the next meeting, which would be accessible to the public f�
information about the Riverside County — Orange County improvement efforts.
3D. Update on Metropolitan Water District Geotechnical Studies
Tony Rahimian, Project Manager Consultant, reported that the Metropolitan
Water District expects to be issued permits for their first two borings in
September 2006.
3E. Options for Use of Federal Funds
Cathy Bechtel, RCTC, Project Director, reported on the schedule for receipt for
the federal funds ($15.8 million in earmarked for transportation alternatives and
$2 million earmarked for CETAP corridors). A total of $10 million of those funds
would be available in the next year.
ROCA Chair Miller requested a presentation at the next meeting on Measure M
and Measure A.

3F. Next Meeting — December 2006
The date and time of the December 2006 meeting is to be determined and will
be held at the Orange County Transportation Authority Headquarters, 600 South
Main Street, Room 154, Orange, California.

The meeting adjourned at 9:40 a.m. The next regularly scheduled meeting date
and time of the Riverside Orange Corridor Authority is to be determined and will

Overview
Presented is the proposed Riverside Orange Corridor Authority meeting
calendar for 2007, depicting the dates of the meetings for the year, which will
tentatively coincide with the State Route 91 Advisory Committee meeting
dates.
Recommendation
Adopt the Riverside Orange Corridor Authority meeting calendar for the year
2007.
Discussion
The year 2007, Riverside Orange Corridor Authority (ROCA) calendar has
been prepared by the Orange County Transportation Authority Assistant Clerk
of the Board, with input from the ROCA Chair, and is presented for approval
and adoption.
The proposed meeting calendar 2007 schedule is provided as Attachment A.
Summary
Approval is requested for the Riverside Orange Corridor Authority meeting
calendar, which sets dates for the upcoming year of 2007.
