Smart, Jr., OCTA, General Counsel Laurena Weiner, OCTA, Assistant Clerk of the Board Mary Burton, OCTA, Deputy Clerk of the Board OCTA and RCTC staff and members of the General Public Call to Order The September 8, 2006, regular meeting of the State Route 91 Advisory Committee was called to order by Committee Chairman Miller at 9:40 a.m. at the City of Corona's — City Hall, Council Chamber. Pledge of Allegiance Committee Member Magee led the assembly in the Pledge of Allegiance to the flag of the United States of America. Special Calendar 1. Presentation of Award to Orange County Transportation Authority and Riverside County Transportation Commission Rock Miller from the Institute of Transportation Engineers presented the award at the Riverside Orange Corridor Authority meeting, which met prior to this meeting. The award recognized the Riverside County Transportation Commission and Orange County Transportation Authority (OCTA) for their cooperative efforts on the Riverside County — Orange County Major Investment Study. Approval of Minutes A motion was made by Committee Member Tavaglione, seconded by Committee Member Campbell, and declared passed by those present, to approve the minutes of the June 2, 2006, State Route 91 Advisory Committee meeting. 3. 91 Express Lanes Pavement Maintenance Project A motion was made by Committee Member Tavaglione, seconded by Committee Member Campbell, and declared passed by those present, to receive and file as an information item. Regular Calendar 4. 91 Express Lanes Customer Satisfaction Survey Ellen Burton, OCTA Executive Director of External Affairs, provided opening comments and referenced the 2006 Customer Satisfaction Survey CD, which was distributed to the Committee. Ms. Burton introduced Barbara Foster of Insights World Research, who provided a verbal and PowerPoint presentation regarding the research goals, survey methodology, toll road usage, performance ratings, customer demographics, and recommendations. Committee Member Pringle recommended that in future years, include on the survey a list of customers that received an invoice from the 91 Express Lanes. Committee Member Duvall mentioned that 39 percent of the customers surveyed used the 91 Express Lanes to go home. No action was taken; received and filed as an information item. Other Matters 5. Eastbound Auxiliary Lane From State Route 71 to Serfas Club Drive Update Committee Chair Miller stated that he requested this item be presented and provided opening comments. He introduced Jamal Elsaleh, Regional Project Manager, Caltrans District 8, who provided a verbal and PowerPoin presentation about the proposed re -striping lane schematics, cost estimates, an timelines. (Continued) There was discussion and comments between the Committee and Mr. Elsaleh regarding the 18-month timeline to re -stripe, average daily traffic going on/off the State Route 71 and Serfas Club Drive to the State Route 91, funds advancement, and OCTA possible collaborating with Riverside for funding. Caltrans District 8 will review expediting the 18-month timelines. 6. Interstate 15 Cajon Pass Rehab Project Rose Melgoza, Chief of Public and Legislative Affairs, Caltrans District 8, provided a verbal and PowerPoint presentation regarding the public awareness campaign for the Interstate 15 project near Devore. There was discussion and comments between the Committee and Ms. Melgoza regarding a Caltrans link to the cities'/agencies' webpages, having a report at Council meetings, and public awareness brochures being sent to the cities and other agencies. 7. Transportation Corridor Agencies/Orange County Transportation Authority 91 Express Lanes Joint Promotion Stella Lin, OCTA Marketing Manager, gave a verbal update on the joint agencies' promotion of the toll road system. The TV commercials and bus wrap advertisements were shown to the Committee. Committee Member Pringle inquired if the TV commercials are shown in Riverside County and Orange County. Ms. Lin responded that they are shown on cable sports in Corona and Orange County. Member Pringle recommended adding cable spots in other Riverside County cities and the Ontario area. 8. Renewed Measure M Plan Paul C. Taylor, OCTA Executive Director of Development, referenced the State Route 91 corridor improvements on pages 11 and 12 of the Renewed Measure M Transportation Investment Plan, which was distributed to the Committee. Mr. Taylor also stated that on November 7, 2006, the renewed Measure M would go before the Orange County voters. 9. General Manager's Reports Kirk Avila, OCTA, Treasurer and Public Finance Manager, gave an update on the toll adjustments, traffic volumes, and revenues. The Vollmer Associates' traffic revenue study will be distributed to the Committee prior to the December 1, 2006, meeting. Committee Members' Reports Committee Chair Miller asked Larry Rubio, General Manager of the Riverside Transit Agency, gave an update on the OC Express bus service. Mr. Rubio responded that Riverside Transit Agency (RTA) is pleased to be a participant of OCTA's OC Express service, which commutes from Corona to Costa Mesa. Committee Vice Chair Cavecche also stated that the OC Express has premium business class lap trays, reclining seats, power connections, and other amenities. A brochure was distributed to the Committee, and the OC Express bus was provided for viewing outside the City Hall parking lot. Committee Member Campbell announced that the Riverside Orange Corridor Authority Committee elected Jeff Miller as Chair and Carolyn Cavecche as Vice Chair. 11. Public Comments There were no Public Comments. 12. Closed Session There was no Closed Session conducted at this meeting. 13. Discussion The year 2007, State Route 91 Advisory Committee calendar has been prepared by the Orange County Transportation Authority Assistant Clerk of the Board, with input from the Committee Chair, and is presented for approval and adoption. The proposed calendar 2007 schedule is provided as Attachment A. Summary Approval is requested for the State Route 91 Advisory Committee meeting calendar, which sets dates for the year of 2007.
