' A RESOLUTION OF THE CITY COUNCIL OF THE C1TY OF LYNWOOD
ALLOCATING FUNDS FROM TAE ASSESSMENT FOR Tf~ FISCAL
YEAR 199'7-98 IN CONNECTION WITH THE LYNWOOD PARKING AND
BUSINESS IIvIPROVEMENT DISTRICT
WHEREAS, the City of Lynwood ("City") is a general law city organized and e~isting
under the laws of the State of California; and
WHEREA,S, pursuant to the Parking and Business Improvement Area Law of 1979,
former Part 6(commencing with Section 36500) of Division 18 of the Califomia Streets and Higlnvays
Code, the City Council 1985 adopted Ordinance No. 1262 establishing a parking and business
impmvemem azea; and
WHEREAS, the Parlflng and Business Improvement Area Law of 1979 was repealed
and replaced with the Parking and Business Improvement Area Law of 1989 (Califomia Streets and
Highways Code Secfions 36500, et segJ (the "Law°), which provides that every improvement area
established prior to January 1, 1990, in accordance with the Parking and Business Improvement Arca
Law of 1979 is valid and effective and is unaffected by the repeal of that law; and
WHEREAS, the city's pazlmtg and business impmvement azea includes all of the
temtory within the eaterior boundaries of the City, as the same existed on the date of adop[ion of
ordinance No. 1262; and
~ WHERBAS, the Law requires that the City Council appoim an advisory boazd for the
Ciry's padcing and business improvement area and azmually undertalce proceedings to levy a chazge
(assessment) against every buslness entecprise located therein; and
WHEREAS, by a previous resolution, the City Council established azi Advisory Bu~~d
for the Ciry's pazkuig and buslness improvement azea and d'uected the Advisory Boazd to preparc a rcport
for fiscal year 199'7-98; and
WHEREAS, the Advisory Boazd made the following rewmmendaUOns relative to tlie
allocaaon of funds for the 1997/98 fiscal year:
Lynwood Chamber of Commerce $ 90,000.00
City of Lynwood Recrearion & Community
Services Deparhnent $ 15,000.00
Total Funds Available 5105,000.00; and
WHEREAS, a public hearing l~as been held on'I~esday, July 15, 1997 to provide ~ic
opportuniry for public u~put relative to this issue; and
NOW, Tf~REFORE, BE Tl' RESOLVED BY THE CPI'I' COUNCIL AS FOLLOWS:
Secflon 1. Approve the following allocation for the P.B.I.D. funds upon completion o C a
public hearing held July 15, 1997.
~ Lynwood Chamber of Commerce $ 90,000.00 ( Allocation for 1997-98 FY)
City of Lynwood $ 15,000.00 (Cazryover Funds from 19J6-
97 FY)
Total $ 105,000.00
These allocations aze to be expended solely for the pmposes authorized by State law, all of which are
identified in the report. The report does not pmpose any changes in the boundaries of flie pazking ~md
business improvement area, the basis and method of Ievying the assessiaents, or the classification of
businesses. There aze no stuplus or deficit revenues to be carried over from the previous fiscal year, and
no contribuflons aze to be made from sources other than the assessments.
Section 2. Approve the following allocaflon for the P.B.I.D. funds upon completion of a

Ciry of Lynwood $ 15,000.00 (Carryover Flmds from 1996-
97 FY)
Total $ 105,000.00
