A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD
AUTHORIZING THE CITY MANAGER TO ESTABLISH A PURCHASE
ORDER AGREEMENT WITH MOB MEDIA TO WORK ON THE
DESIGN AND PRINTING OF BROCHURES, T-SHIRTS AND SIGNS
FOR THE DISPLAY PANELS RELATIVE TO THE IMPLEMENTATION
OF THE BEVERAGE CONTAINER RECYCLING AND LITTER

REDUCTION GRANT PROGRAM AND FINDING THAT SUCH
PROCUREMENT MAY BE MORE ECONOMICALLY AND EFFICIENTLY
EFFECTED THROUGH THE USE OF AN ALTERNATE PROCEDURE
OTHER THAN A FORMAL COMPETITIVE BID PROCESS
WHEREAS, Department of Conservation administers the Beverage Container Recycling
and Litter Reduction Grant Program; and
WHEREAS, the Department of Conservation accepted the City of Lynwood's proposal
and awarded the City the full grant amount requested, $45,605; and
WHEREAS, per Resolution No. 97-57 the City Council authorized the City Manager to
carry out the purposes specified in the grant application; and
WHEREAS, the grant application to implement a"Beverage Recycling Campaign" in
Lynwood includes the design and printing of brochures, t-shirts, and signs for the display panels;
and
WHEREAS, staff solicited bids to provide the design and printing of these items and
received a low and reasonable bid from Mob Media which is within the budget approved by the
Department of Conservation; and
WHEREAS, conducting an alternate procedure to a formal bid process will save the City
money in staff time and will not delay the implementation of the grant program;
NOW, THEREFORE, BE IT RESOLVED THAT THE CITY COUNCIL OF THE CITY OF
LYNWOOD, STATE OF CALIFORNIA, DOES HEREBY RESOLVE, DECLARE, DETERMINE
AND ORDER AS FOLLOW:
SECTION 1. That the City Manager is authorized to establish a purchase order
agreement with Mob Media to work on the design and printing of brochures, t-shirts, and signs for
the display panels relative to the implementation of the Beverage Container Recycling and Litter
Reduction Grant Program.
SECTION 2. That the City Council finds that such procurement may be more
economically and efficiently effected through the use of an alternate procedure other than a
formal competitive bid process.
SECTION 3. That this resolution shall take effect immediately upon its adoption.
