Pledge of Allegiance Member Adams led in the Pledge of Allegiance to the flag of the United States of America. Special Calendar There were no Special Calendar matters. Consent Calendar (Items 1 and 2) 1. Approval of Minutes A motion was made by Member Campbell, seconded by Member Adams, and declared passed by those present, to approve minutes of the September 8, 2006, Riverside Orange Corridor Authority meeting. 2. Proposed Riverside Orange Corridor Authority Meeting Calendar for the Year 2007 A motion was made by Member Campbell, seconded by Member Adams, and declared passed by those present, to adopt the Riverside Orange Corridor Authority meeting calendar for the year 2007. Grant Status Cathy Bechtel, Riverside County Transportation Commission (RCTC), Project Delivery Director, reported on the ROCA funding, which RCTC is responsible for administrating. The Committee had no comments or questions. 4. Riverside Orange Corridor Authority Website Update Tamara Warren, Orange County Transportation Authority (OCTA), Public Communications Officer, and John Standiford, RCTC, Public Affairs Director, demonstrated how the public could access ROCA information on the OCTA and RCTC websites, which was requested by ROCA Chairman Miller. • Discussion ensured from the ROCA Members regarding consideration of a ROCA search engine and separate domain name and creating a link to the Transportation Corridor Agencies' website, which provides alternative commuting options to the 133, 241, and 261 toll roads while the 91 corridor is under construction. 5. Update on National Forest Service Application/Permit Process Tony Rahimian, Project Manager Consultant, reported that the permit application to conduct the geotechnical study within the Cleveland National Forest was submitted on January 26, 2007. Discussion ensued that the date for obtaining the permit is not known due to the involved process, and ROCA agencies agreed that the Forest Service could use their own consultants to review the environmental clearance of sites, which could expedite the process. . ROCA Vice Chairman Cavecche requested that the Congressional Delegation be informed about the permit status and process. ROCA Chairman Miller agreed and requested that a letter be drafted for his and ROCA Vice Chairman Cavecche's signatures. He also suggested follow-up phone calls. Geotechnical Study Status Tony Rahimian, Project Manager Consultant, reported that a Request for Proposal was submitted by RCTC on behalf of the ROCA. The scope of work includes a geotechnical field investigation by boring for soil samples in no more than five locations along the proposed transportation alignment, as defined by the Major Investment Study Discussion ensued between Mr. Rahimian and the Members regarding the status of the Metropolitan Water District's borings, the geotechnical study to determine the viability of a surface road or tunnel alternatives, the ROCA borings that will range from 200 to 1500 feet deep, and timelines once the contract has been awarded. Joint use of this tunnel is still a possibility. 7. ROCA Members' Reports There were no ROCA Members' reports. 8. Public Comments There were no public comments. 9. Closed Session There was no Closed Session conducted. 10. Adjournment The meeting adjourned at 9:00 a.m. The next regularly scheduled meeting of the Riverside Orange Corridor Authority will be held at 10:00 a.m. on May 18, 2007, at the City of Corona  City Hall, City Council Chambers  First Floor, 400 South Vicentia Avenue, Corona, California.
