HomeMy Public PortalAbout97-152 (09-02-97)RESOLUTION NO. 97-152 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD DIRECTING THE CITY MANAGER TO DRAFT THE PROPOSED AILOCATION OF FUNDS UNDER THE 1997 LOCAL LAW ENFORCEMENT BLOCK GRANTS (LLEBG); AUTHORIZING THE CITY MANAGER TO ORGANIZE THE ADVISORY BOARD; AND AUTHORIZING THE CITY MANAGER TO SCHEDULE A PUBLIC HEARING ON THE PROPOSED USE OF THE LLEBG FUNDS IL] , WHEREAS, the Omnibus Fiscal Year 1997 Appropriations Act, Public Law 104-208, provides $523 million for the implementation of the Local Law Enforcement Block Grants (LLEBG) Program; and WHEREAS, the purpose of the LLEBG Program is to provide funds to units of local government to underwrite projects to reduce crime and improve public safety; and WHEREAS, pursuant to Resolution No. 97-90, the City Council authorized the submittal of an application to the Bureau of Justice Assistance (BJA) for a FY 1997 Local Law Enforcement Block Grant Program; and WHEREAS, the LLEBG Program requires that RC~ orto~bligation of funds received under the LLEBG Program, all recipients of a direct award fromthe Bureau of Justice Assistance must establish or designate an advisory board the includes representation of groups with recognized interest in criminal justice, crime prevention, or substance abuse prevention and treatment; and WHEREAS, although membership in the advisory board may be broader, it must include representatives from these organizations: the local law enforcement agency, the local prosecutor's office, the local court system, the local public school system, and a local nonprofit, educational, religious, or community group active in crime prevention or drug use prevention or treatment : and WHEREAS, the advisory board's role is to review the proposed allocation of funds and make nonbinding recommendation to the chief executive officer of the jurisdiction; NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF LYNWOOD, STATE OF CALIFORNIA, DOES HEREBY RESOLVE, DECLARE, DETERMINE AND ORDER AS FOLLOW: SECTION 1. That the City Council directs the City Manager to draft the proposed allocation of funds under the 1997 Local Law Enforcement Block Grants (LLEBG). SECTION 2. That the City Council authorizes the City Manager to organize the advisory board to review the proposed allocation offund~nd make nonbinding recommendations to the City Managec SECTION 3. That the City Council authorizes the City Manager to schedule a public hearing on the proposed use of the LLEBG funds. SECTION 4. That this resolution shall take effect immediately upon its adoption.
