RESOLUTION NO. 97-156
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD
APPROVING THE APPLICATION FOR GRANT FUNDS FROM THE LOS
ANGELES REGIONAL PARK AND OPEN SPACE DISTRICT TRAIL
ACQUISITION & DEVELOPMENT COMPETITIVE GRANT PROGRAM FOR
~ TAE HAM PARK EXERCISE TRAIL
WHEREAS, the people of the County of Los Angeles on November 3, 1992,
enacted Los Angeles County Proposition A, Safe Neighborhood Pazks, Gang Prevention,
Tree Planting, Senior and Youth Recreation, Beaches and Wildlife Protection (the
Proposition), which among other uses, provides funds to public agencies and non-profit
organizations in the County for the purpose of acquiring and developing land and rights-
of-way for walking, hiking, horse, bicycle and handicapped access trails; and
WHEREAS, the Proposition also created the Los Angeles County Regional Park
and Open Space District (the District) to administer said funds; and
WHEREAS, Secrion 8(a)(3)(A) of the Proposition has allocated funds for
acquisition and development of land and rights-of-way for walking, hiking, horse, bicycle
and handicapped access trails; and
WHEREAS, the District has set forth the necessary procedures governing
applications for grant funds under the Proposition; and
WHEREAS, the City of Lynwood certifies tlu~ough this resolution that the
application is approved for submission to the dish-ict; and
~ WHEREAS, if the City of Lynwood is selected for a grant awazd, it will be
required to enter into a Project Agreement with the District for the performance of the
project as described in the application '
NOW THEREFORE, BE IT RESOLVED THAT THE LYNWOOD CITY
COUNCIL HEREBY:
1. Authorizes the filing of an individual application with the Los Angeles County
Regional Pazk and Open Space District for funds allocated under Section 8(a)(3)(A) of
the Proposition for the above named Project; and
2. Certifies that City of Lynwood understands that it will be required to provide
additional funding for the above-name Project if the requested grant funds aze insufficient
to complete said Project; and
3. Certifies that the City of Lynwood understands its obligation to operate and maintain
the property(s) in perpetuity; and
4. Certifies that City of Lynwood will sign and return, within thirty days, both copies of
the project agreement sent by the District for authorizing signature; and
' S. Certifies that the City of Lynwood will cause work on the project to be commenced
within 180 days after receipt of a fully executed agreement; and
6. Certifies that the City of Lynwood agrees and understands that the District may
terminate the project agreement at any point if it determines that the project cannot be
performed as described in the application; and

7. Authorizes the Assistant City Manager/Director of Recreation & Community Services
or designee as agent of the City of Lynwood to conduct all negotiations, and to execute
and submit all documents including, but not limited to, applications, agreements,
amendments, payment requests and so forth, which may be necessary for the completion
of the project as described in the application.
