Call to Order
The November 30, 2007, meeting of the Riverside Orange Corridor Authority was
called to order by ROCA Chairman Miller at 10:35 a.m. at the Orange County
Transportation Authority Headquarters, 600 South Main Street, First Floor, Room 154.

Consent Calendar (Item 1)
1. Approval of Minutes
A motion was made by Member Tavaglione, seconded by Member Campbell,
and declared passed by those present, to approve minutes of the
February 2, 2007, Riverside Orange Corridor Authority meeting.

Discussion Items
2. Update on Geotechnical Studies
Tony Rahimian, Project Manager Consultant from RMCE, provided an overview
on the major investment study corridor findings, and Corridor B geotechnical
study is underway to determine the feasibility of constructing a tunnel.
Paul Guptill, Senior Principal Engineering Geologist from Kleinfelder, reported on
the study's objectives, core hole sites and logistical challenges, United States
Forest Service permit requirements, tunnel alignment, schedules, and the
Metropolitan Water District's coring called "Central Pool Augmentation".
There was additional discussion regarding:
• The core hole sample is about four inches in diameter and five feet in length.
• Measuring the rate of drilling is an indicator of how easily the rock can be
drilled.
• To understand the rock conditions, the depth of the drilling is below the invert
of the proposed tunnel. In addition, the different drilling elevations at the sites
dictates how deep to drill.
• There is a risk of vandalism at the coring sites.
• The Metropolitan Water District (MWD) boring efforts data is comparable;
however, the difference is that the geotechnical coring is determined by the
tunnel corridor alignment.
• MWD preliminary boring findings are that the groundwater pressures are
lower than expected, and the rock quality is poor; yet, it could be engineered.
3. Riverside - Orange County Transportation Improvements and Regional
Transportation Plan Update
Kia Mortazavi, OCTA Executive Director of Planning, distributed to the Members
a matrix of the major investment study status report. Mr. Mortazavi went over
the report's policy direction and status on the State Route 91, Foothill/Eastern
toll road, Corridors A and B, High -Speed Ground Transportation, and Ortega
Highway.
Mr. Mortazavi commented that OCTA is in the process of updating the Regional
Transportation Plan (RTP). As part of this effort, the Federal Highways
Administration provided preliminary comments that in order to pursue the
$15 million for the geotechnical borings, Riverside and Orange Counties have to
commit to full funding of the Corridor B project in. the RTP.

There was additional discussion regarding:
• Concerns regarding the Federal Highways Administration (FHWA) comments
of having full funding in place for Corridor B or it will not eligible for the
$15 million.
• Concerns about the Corridor B project being part of the RTP and having air
quality standards tied to it.
• RTP draft plan public release is on December 6, 2007, and adoption is in
June 2008.
• The recommendation is to place Corridor B in the RTP strategic plan, which
are for projects under study and can be amended in the plan later.
• The definition for using the $15 million funds was restricted to doing
geotechnical study on Corridor B.
• The major investment study consensus was that a new corridor was needed,
and the exact alignment is still premature.
• Congressman Calvert will need a strong collective effort with Riverside and
Orange Counties' lobbyist in Washington as well as the elected officials
regarding FHWA comments.
4. ROCA Members' Reports
Member Amante distributed a handout regarding support of the extension of the
241 toll road.

place in Corona, California.

Overview

calendar for 2008, depicting the meeting dates for the year, which will coincide

2008.
Discussion
The 2008 Riverside Orange Corridor Authority (ROCA) calendar has been
prepared by the Orange County Transportation Authority Assistant Clerk of the
Board with input from the ROCA Chair and is presented for approval and
adoption.
The proposed calendar takes into consideration various agencies' calendars,
events, and conferences. A listing of those dates is provided as Attachment A.
The proposed 2008 meeting calendar schedule is provided as Attachment B.
Summary
Approval is requested for the Riverside Orange Corridor Authority meeting
calendar, which sets dates for the upcoming year of 2008.
