Call to Order
The March 21, 2008, meeting of the Riverside Orange Corridor Authority was called to
order by ROCA Chairman Miller at 10:16 a.m. at the City of Corona — City Hall, City
Council Chambers — First Floor, 400 South Vicentia Avenue, Corona, California.
Special Calendar
There were no Special Calendar matters.
Consent Calendar (Items 1 and 2)
1. Approval of Minutes
A motion was made by Committee Vice Chair Cavecche, seconded by Member
Campbell, and declared passed by those present, to approve minutes of the
November 30, 2007, Riverside Orange Corridor Authority meeting.
2. Proposed Riverside Orange Corridor Authority Meeting Calendar for the Year
2008
A motion was made by Committee Vice Chair Cavecche, seconded by Member
Campbell, and declared passed by those present, to adopt the Riverside Orange
Corridor Authority meeting calendar for the year 2008.

Discussion Items
3. Regional Transportation Plan Update
Michael Litschi, Orange County Transportation Authority (OCTA) Section
Manager of Long -Range Strategies, reported that there were concerns regarding
the Federal Highway Administration (FHWA) guidelines, which required OCTA
and Riverside County Transportation Commission (RCTC) to identify full funding
for the Corridor B (tunnel) project.
Clarification was received in writing from the FHWA regarding programming
projects in the Southern California Association of Governments' 2008 Regional
Transportation Plan (RTP). OCTA and RCTC could split the tunnel project into a
study phase with a specific amount of money, and the balance of the project
could go in the strategic plan of the RTP.
OCTA and RCTC have agreed to split the project into a study phase and
construction phase, which would preserve the $15.8 million in federal funds
earmarked for studying the tunnel project.
Member Campbell complimented OCTA and RCTC staff for their work in
clarifying the concerns.
4. Update on Riverside County — Orange County Geotechnical Efforts
Tony Rahimian, Consultant from RMC Inc., reported that the permit applications
have been submitted to the United States (U.S.) Forest Service along with the
borings plan.
The U.S. Forest Service staff anticipates that at least three of the boring sites will
be have a permit by March 25, and drilling could begin by mid -April.
In addition, should everything stay on schedule; the feasibility study could be
finalized by the end of 2009, and at that time, there could be a recommendation
on the feasibility of the tunnel.
There was additional discussion regarding:
• The Metropolitan Water District (MWD) met with the feasibility study team to
share their preliminary results, which have not been finalized. The
preliminary recommendations are that the ground water condition is more
favorable than what was originally anticipated; however, the rock mass
condition is not as good as previously envisioned. The use of tunnel boring
machines could be limited and blasting methods may be a feasible choice,
which could take longer to construct and potentially result in more cost.

• The MWD requested that RCTC or ROCA consider assisting them with their
geotechnical studies with the federal funds that Congressmen Calvert and
Miller set aside for this project. RCTC had determined that it would not be an
appropriate use of those funds.

The meeting adjourned at 10:28 a.m. The next regularly scheduled meeting of

600 South Main Street, First Floor — Room 154, Orange, California.
