PROCLAMATION
In honor of the passing of Kylon "Ky"' Anthony Duttlinger, (28 June 1971 - 23 March 2023) former
member of the Riverdale Fire Department from 3 June 1991 through 4 August 1997, I hereby order, by
the authority vested in me by the Constitution and the laws of the State of Iowa, that on the day of his
services, 1 April 2023, and for 3 days following, the flag of the City of Riverdale shall be flown at half-staff
at City Hall and upon all public grounds throughout the City of Riverdale.
Ky was a graduate of both of Riverdale's educational institutions, receiving a diploma from Pleasant
Valley High School and an Associate's Degree from Scott Community College. While serving on the
Riverdale Volunteer Fire Department, Ky was elected as department Vice President after only 6 months
on the department. He was voted into a Captain position in 1993, 1994, and 1995. During his time at
Riverdale, he was certified as Firefighter 1, Firefighter 2, EMT, and EMS Instructor. Ky spearheaded gear
cleaning to wash away carcinogens in 1993 and 1997. Ky was at the forefront of this effort to bring
awareness to the connection between firefighting and cancer. In 1995, Ky introduced accountability
systems to the department, a project completed following his departure to the Burlington Fire
Department in 1997.

Be it resolved that I, Anthony Heddlesten, Mayor of the City of Riverdale, Iowa, do hereby proclaim 1
April as
FIREFIGHTER K Du l I LINGER, DAY
in Riverdale, and encourage staff, residents, and visitors to join me in honoring Ky and his service to the
community.
