AN ORDINANCE AMENDINGORDINANCE NO. 1987-145 (CABO ADOPTION
FOR ONE- & TWO- FAMILY DWELLINGS) OF THE MUNICIPAL CODE OF
TIFFIN, IOWA, BY ALLOWING THE USE OF PLASTIC WITHIN WATER
DISTRIBUTION SYSTEMS FOR MANUFACTURED HOMES.
BE IT ENACTED BY THE CITY COUNCIL OF TIFFIN, IOWA:
Section 11. Purposes : To amend Ordinance No: 1987-145 of
the Municipal Code of Tiffin, Iowa, by allowing for the use
of plastic within the water distribution system for
manufactured homes as 'governed by- federal law.
Section 2 . Amendments:
A. Ordinance No. 1987-145, an Ordinance for the City
of Tiffin, Iowa, is hereby amended as follows :
Chapter , Section 3409.1, WATER-DISTRIBUTION SYSTEM -
Materials is hereby repealed and the amended Section 3409. 1,
Materials, shall read as follows :
3409.1 Materials. Water-distribution
piping within dwelling units, except for
dwelling units defined as manufactured
homes, shall be as shown in Table 3403 . 1
of the C.A.B.O. (Building 'Code) . ABS,
PVC, PE, CPVC, Crosslinked PE and PB
plastic pipe shall be excluded from
Table 3403 . 1 for use in dwelling units.
Materials for use in manufactured homes
shall be permitted as regulated by
federal law. '
Section 3 . Repealer. All ordinances or parts of ordinances
in conflict with- the provisions of this Ordinance are hereby
repealed.
Section 4 . Severability. If any section, provision, or part
of this ordinance shall be adjudged to be invalid or
unconstitutional, such ,adjudication shall not affect the
validity of the ordinance as a whole, or any section,
provision, or part thereof not adjudged invalid or
unconstitutional .
Section 5. Effective Date. This ordinance shall be in
effect after its final passage, approval, and posting as
provided by law.

On the 8th day of Janauary 1997 , at a regular meeting of
the Tiffin City Council', Tiffin, Iowa, Councilperson
Bartels introduced Ordinance No. 1997-212 and
moved that it be given its first reading. The motion was
seconded by Councilperson Brown
Ayes : Walls , Gericke, Brown , Bartels .
Nayes : None . Absent : Kern .
Four members of the council being present and having voted
"Aye", Mayor Glenn R. Potter declared the motion carried,
and Ordinance 1No. 1997-212 , was read the first time and
discussed and placed on record.
Thereupon, it was moved by Councilperson
Walls and seconded by Councilperson
Gericke that the laws and rules
providing that ordinances be considered and voted on for
passage at two council meetings prior to the meeting at
which it is to be finally passed be suspended and dispensed
with and that Ordinance =No. 1997-212 be placed on its
:last reading. Ordinance Allowing Use 'of Plastic Water Pipes
'Ayes : Walls , Gericke , Bartels , and Brwon
Nayes : None . Absent : Kern
Four members of the council being present and having voted
"Aye", Mayor Glenn R. Potter declared the motion carried,
and Ordinance No. 1997-212 , was then placed on its last
reading and was read the last time .
Thereupon, it was moved` by Councilperson
Brown and seconded by Councilperson
Walls that Ordinance No.
1997-212 be placed upon its final passage and adopted.
Ayes : Gericke , Walls , Brown , and Bartels .
Nayes : None . Absent : Kern
members of the council being present and having voted
"Aye", Mayor Glenn R. Potter' declared the motion carried,
and the ordinance was passed and adopted.
Whereupon the mayor declared that Ordinance No.
1997-212 be adopted and signified his approval of
same by fixing his signature thereto.

allowing the use of plastic within WATER DES'1'RiBUTION SYSTEMS
FUR MANUFACTURED HOMES
and known as No. 1997-212 was duly passed by the council
on the 8th day of January 1997, and signedlby the
mayor on the 8th day of January 199 .. , and published
on the 22ndday of January 1997, by posting+ copies
thereof in three public places within, the limits of the City
of Tiffin, Iowa .
