A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD
IDENTIFYING ~CENSUS ; RACTS COMPRISING THE TARGETED
EMPLOYMENT AREAS FOR THE GREATER WATTS ENTERPRISE ZONE
' WHEREAS, on Mazch 20, 1984, the Governor of the State of California signed
into law, Assembly Bill 40 (Government Code sections 7070 et seq.) the Enterprise Zone
Act, creating a State Enterprise Zone Program; and
WHEREAS, on October 15, 1986, the State of California Department of Trade
and Commerce Agency designed 4he Gr~ater Watts Enterprise Zone (Enterprise Zone)
pursuant to the Enterprise Zone Act; an~
WHEREAS, on September 25, 1996, the Governor of the State of Califoinia
signed into law Senate Bill 2023 and Assembly Bill 296, effective January ;, .997,
revising the Enterprise Zone Act to require Enterprisa Zones to establish Targeted
Employment Areas to encourage businesses within an E^ierprise Zone :o hire eligib~e
residents in most need of employment tazgeting; and
WHEREAS, the U.S. Department of Census has identified census tracts in ~he
Enterprise Zone azeas of the City of ? ynwood, and the Cities of South Gate, Huntington
Park, Los Angeles, and unincorporated Cuunty of Los Mgeles, speei_~cally indicated in
Attachment A, as having 51 percent of iYs residents at low- or moderate-income levels;
and
' WHEREAS, the said census tracts are eligible for designation as Targeted
Employment Areas by the State of California Trade and Commerce Agency, pursuant to
the Enterprise Zone Act, as amended, to provide economic benefits and employment
opportunities for low- and moderate-income residents of the ceasus tracts; and
WI~REAS, the governing bodies of the cities included in the Enterprise Zone
have adopted resolutions approving the designation of the census tracts as Targeted
Employment Areas; and
WHEREAS, the City of Lynwood and the cities/jurisdictions included in the
Enterprise Zone wish to change the name of the Greater Watts Enterprise Zone to the
Mid-Alameda Corridor Enterprise Zone, to more accurately reflect its current geographic
composition.
NOW, TI-Ir',REFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF LYNWOOD AS FOLLOWS:
Section 1. Approves the designation of census tracts identified in
Attachment A, as Targeted Employment Areas to provide economic benefits to businesses
~ and residents of these azeas, pursuant to the Enterprise Zone Act, as amended.
Section 2. Authorizes the City Manager of the City of Lynwood to
request that the State of California Trade and Commerce Agency designate said census
tracts as Targeted Employment Areas, and to provide all necessary information for
approval of the request by the State.
Section 3. Authorizes ihat the name of the Greater Watts Enterprise
Zone be changed to the Mid-Alameda Corridor Enterprise Zone, to reflect its current
geographical composition.
Section 4. This Resolution, shall take effect immediately upon its
adoption.
PASSED AND ADOPTED at a regular meeting of the City of Lynwood held on
October 21, 1997.
