MEDINA CITY COUNCIL SPECIAL MEETING MINUTES OF SEPTEMBER 10, 2003
The City Council of Medina, Minnesota met in special session on September 10, 2003 at 7:09
p.m. at Medina City Hall. Mayor Phil Zietlow presided.
Members present: Workman, Lane, Zietlow, Smith
Members absent: Brinkman
Also present: City Administrator Chad Adams, Attorney Ron Batty, and Jim Prosser with
Ehlers & Associates.
Ehlers & Associates Presentation
Prosser provided a brief overview of his proposed involvement and stated that his involvement
with City would involve between 20 and 25 hours per month. The City would be billed an hourly
rate. Interested developer(s) would be expected to pay a portion of the costs.
Zietlow questioned the purpose for Uptown Hamel Development and if the intent was to
increase property values so that they may be sold off.
Lane commented that he was not convinced that Hamel needs revitalization, but that he is open
to idea if project pays for itself. Zietlow agreed with the Lane's statement.
Smith stated that she does not see Hamel becoming more commercially viable, but possibly
rather more residential.
Workman noted that the City's decision to rezone Uptown Hamel provides a commitment to
support development in the area.
Lane inquired if a developer would come forth to state that changes to Uptown Hamel will work.
Prosser suggested modifying the goals based on Council comments, and stated financial strain
on the community is not a possibility.
Discussion on community members affected by Hamel, (just Hamel or all of Medina?)
Discussion on use of TIF. Prosser stated TIF in Uptown Hamel is "not an automatic." Batty
explained use of TIF and special assessments and possibilities for deferments and a developer
guarantee.
Discussion on overall cost for planning and TIF implementation. Prosser and Batty agreed that
pre -planning may cost up to $25,000 while the TIF implementation and contract negotiation,
depending on number, could increase total to $50,000 to $100,000. Lane inquired if it was
possible to pass accrued costs to a developer.
Adams commented that communication through "town hall" meetings with residents is an
important component of this process when discussing infrastructure costs to possibly be
imposed on the residents.
Workman moved, and Smith seconded to approve resolution supporting the Met Council grant
application. Unanimous approval.

Discussion on a future pedestrian bridge, and emphasis on providing quality, rather than cost-
effective infrastructure.
Smith moved, Workman seconded to continue planning services with Ehlers & Associates.
Unanimous approval.
Discussion of meeting again at October 7th meeting to receive updated goals, outline for
process from Ehlers & Associates.
Adjournment
Workman moved, and Smith seconded to adjourn at 9:06 p.m.
