A RESOLUTION OF THE CITY OF LYNWOOD, JOINING WITH THE CITIES OF THE
SOUTHEAST LOS ANGELES COUNTY AREA AND SCAG IN DEVELOPING A
SUBREGIONAL PLAN
WHEREAS, SCAG is required under federal and state law to
prepare the regional plans for growth, housing, transportation, and
air/water quality (does not include local land use planning) to
maintain the Southern California region eligible for federal and
state funding;
WHEREAS, the SCAG Executive Committee has authorized
developing a Regional Comprehensive Plan (RCP) to integrate these
plans with other important regional issues; and
WHEREAS, the Regional Comprehensive Plan will be prepared by
cities and counties through subregional organizations in a
cooperative "bottom-up/top-down" planning process to insure that
cities and counties are fully involved in the preliminary policy
development phase, and the implementation actions after the
Regional Comprehensive Plan is adopted;
WHEREAS, the Southeast Los Angeles County area functions as a
subregion; and
WHEREAS, The Southeast Mayors and Councilmembers Association
(SEMCA) will provide the decision-making forum for the southeast
area subregion; and
WHEREAS, a Study Committee of elected officials representing
each of the southeast area cities will coordinate the preparation
and approval of the technical and policy contents of a subregional
plan to be included in SCAG's Regional Comprehensive Plan; and
WHEREAS, a Technical Committee representing each of the
southeast area cities will act as an advisory group to coordinate
the preparation of the technical contents of a subregional plan,
and provide technical support to the Study Committee; and
WHEREAS, the Southern California Association of Governments
(SCAG) has proposed to provide sufficient funding to retain a
consultant to prepare the southeast area subregional plan and the
cities' financial contribution will be limited to in-kind services
match; and
NOW THEREFORE BE IT RESOLVED, the City Council of the City of
Lynwood will support the Study Committee's southeast area
subregional planning efforts which will be incorporated into the
Regional Comprehensive Plan; and
(^ BE IT FURTHER RESOLVED, the City of Lynwood may appoint an
Ilt elected official to represent the City on the Study Committee that
will provide policy direction to the subregional planning effort,
and authorize a staff person to represent the City on the Technical
Committee to provide technical direction to the subregional
planning effort.
PASSED, APPROVED AND ADOPTED at a regular meeting of the City of
Lynwood held on the second day of February, 1993.
