MEDINA SPECIAL CITY COUNCIL MEETING MINUTES OF SEPTEMBER 11, 2000
The City Council of Medina, Minnesota met in special session on September 11, 2000 at 5:00
p.m. in the City Hall Chambers. Mayor John Ferris presided.
Members present: Ferris, Zietlow, Lane, and Smith (arrived at 5:20).
Members absent: Johnson.
Also present: Administrator Clerk -Treasurer Paul Robinson.
1. Consider Amendments to the Comprehensive Plan
Paul Robinson said the purpose of tonight's meeting was to consider the recommendations from
the Planning Commission on amendments to the Comprehensive Plan and to approve those
amendments as well as the agreement between the Metropolitan Council and the City of
Medina regarding the Medina's short and long-term sanitary sewer needs.
Phil Zietlow said in the information attached from the Metropolitan Council they reference a 1
unit per 10 acres for the urban reserve. He said what happens if lots develop smaller than that
based on the amount of acceptable soils.
Paul Robinson said that was an overall average just like the current overall average in the rural
residential area today is 11.2 acres; it is an overall average. He said there was an
understanding between the Metropolitan Council and Medina that Medina will allow subdivision
in the urban reserve as per the City's Rural Residential Ordinance if this is accompanied by a
ghost plat showing how future urbanization at three units per acre.
Overall the consensus of the City Council was to accept the recommendations from the
Planning Commission. There were some questions on other issues.
Phil Zietlow wanted to know how the 280,000 average gallons per day was determined. Was it
based on a calendar year?
Brice Pickart of the Metropolitan Council said it was based on a calendar year.
Phil Zietlow asked how would we know if the City is over that average?
Pickart said they monitor flows on an ongoing basis. He said currently that information is
distributed with the quarterly billing. He said they bill a quarter behind. Therefore, the City
would be a quarter ahead in usage before anybody would notice any irregularities or the
capacity reaching its limit.
Bill Cavanaugh expressed some concerns with the plan and with the amendment. He wanted
the area designated for sewer in 2020-2040 to receive sewer today. He showed his properties
that were split between rural residential and urban commercial and said he wanted them all to
be in the urban area.
Carolyn Smith said when the Comprehensive Plan was adopted he attended the public hearing
and requested that this property be placed into rural residential and urban commercial 1 as it is
shown today. She said it was originally in the UC1.

Bill Cavanaugh said that he did not understand that and thinks that many people did not
understand what was being talked about.
Carolyn Smith said the City held numerous meetings over the past two years concerning the
Comprehensive Plan, she said during that time there have been ample opportunities for you to
request additional information and answers to any questions or concerns you may have had.
Moved by Carolyn Smith, seconded by Phil Zietlow, to approve the amendments to the 2000-
2020 Comprehensive Plan. Motion passed unanimously.
Moved by Carolyn Smith, seconded by John to adjourn the meeting at 5:55 p.m. Motion
passed unanimously.
