RIVERDALE CITY COUNCIL AGENDA
PLACE: Riverdale City Hall, 110 Manor Drive, Riverdale, Iowa
DATE: April 11, 2023 TIME: 7:00 p.m.
The regular meeting of the City Council of Riverdale, Iowa, will be conducted according to the following order
and actions will be considered on the items listed. The notice of this meeting is not considered final until 24
hours prior to the meeting and may be further modified if 24 hours’ notice is impossible or impractical for good
cause.
In compliance with the Americans with Disabilities Act (ADA) and other applicable federal and state laws, all
public hearings and meetings held or sponsored by the City of Riverdale, Iowa, will be accessible to individuals
with disabilities. Persons requiring auxiliary aids and services should contact City Hall at (563) 355-2511 five days
prior to the hearing or meeting to inform of their anticipated attendance.
The requirement that an Ordinance be read three times before passage may be waived by council upon an
affirmative vote of four (4) of the five (5) council members. The public is advised to take note of this process and
be prepared to speak either for or against any ordinance at the time of the first reading.
Per Chapter 21 of the Iowa Code, more specifically described in sections 21.3 and 21.8, a member of the Council
may attend the meeting either in-person or by electronic means, as defined in said sections.

2. PUBLIC COMMENT
Per Iowa Code 21.7, this governmental body makes and enforces reasonable rules for the conduct of its
meetings to assure meetings are orderly, and free from interference or interruption by spectators.
The public is encouraged to provide insights on the proposed agenda and other items of concern. Public
comment time is limited to three (3) minutes per speaker. Speakers will introduce themselves, their
topic(s) concern, and provide their address for the record. Public comments do not need to be in support
of proposed actions but are to be constructive and respectful. A lack of decorum will result in the end of
the comment period and possible removal from the meeting. All members of council, the public, and staff
are encouraged to find ways to effect positive change in their comments and their actions for the
betterment of our community.

Dear Mayor Heddlesten:
DDA is pleased to submit a proposal to identify real estate opportunities along Riverdale’s State
Street/Hwy 67 corridor. Based on our review of parcel ownership along the corridor, we envision
the focus of the corridor analysis will be of properties currently owned by Arconic [Davenport,
LLC] and Woods Construction & Development, Incorporated, subject to change by the client.
We recommend a phase one assessment to preliminarily identify potential development
opportunities and to assess if further detailed analysis of specific uses and sites is warranted. The
scope of this business analysis will include the following.

March 27, 2023 – April 7, 2023
Severe weather kind of dominated the last 2 weeks of time. It was a very eventful time for everyone and
a few early closing days for city hall.
Egg Hunt: A lot of time was devoted to the finalizing of the egg hunt event. Kelly and I needed to
coordinate a new event date due to the weather. We were able to pick a date, check with all our vendors,
and mail a postcard to all residents—all over the span of a few hours! I feel that was an extremely
stressful time where we worked very well as a team to complete a common goal.
It was my first one so you would have to double check the turn out with the people who were there—but
I do feel that it was a successful event.
Sewer Billing: I was training with Kelly on how to do sewer billing- this was my first time doing so. We
ran into some significant issues and this process took a couple of full workdays to complete. We
identified that Iowa American Water has started using a new measurement for usage. They are now
billing in gallons, Riverdale bills in cubic feet. This created somewhat of a headache…however, I am very
confident moving forward that we have correctly solved the issue. We worked with gWorks who did the
math for us and cross checked it to residents that we had some usage history on.
Facebook: I have been scheduling posts ahead of time on Facebook so that we have some posts going
up over the weekend. I have noticed surrounding cities do that and thought those posts may get some
more traffic over the weekend.
Normal/ Other Tasks: Processing payments, accounts payable/cutting checks, assisting residents with
any needs they bring to my attention, room rentals, working on the newsletter, disassembling council
packets after the meeting, and other tasks delegated to me.
Some of my upcoming goals: We will be having a community shred event at the end of April. I plan to
go through the list of documents located in the closet/computer area and prepare for that shred event.
Excitement for the month: I had to call 911 for a resident! This particular resident was under the
assumption that there is someone always available at the fire department and that the clerk’s office could
send them out at any time. This resident smelled smoke in their home but didn’t think it was an
emergency. I explained that the only way to dispatch the fire department was by calling 911. This was a
new experience for me…and let me tell you, RFD has an excellent response time!

over it. I came in and investigated the issue. I placed a barricade over to prevent any

- Reported to a landowner about erosion issue on his property. Driving by later there was
a crew fixing it and repairing the silt fence, repairing the driving, and removed all debris
from Valley Dr.
- Look into the storm drain issue at 151 Elmhurst Lane. Discovered that the storm drain
plugged or broken. Called Chris Cooper with MSA. Chris and did move investigating.
We decided to call in Kline to jet the storm line and send a camera through the line to
pinpoint the issue. I also cleaned out the manhole inlet.
- Chris Cooper and I went and looked into the water meter cover that is broken. We will
update everyone at the city council meeting on our recommendations.

SANITARY SEWER REHABILITATION – PHASE 3
MSA has permission from Arconic to remove trees in the woods adjacent to Mr. Bawden’s
Driveway. Operations Manager, Brian Ballard, has received a quote to remove the brush and
trees.
MSA is seeking price quotes to televise the sanitary sewers that are part of the Phase 3 Sanitary
Sewer Rehabilitation Project. Request for price quotes were sent to Kline and Visu-Sewer.
FORMER EXIDE BATTERY BUILDING
Kline Sewer and Drain was notified they may clean the lateral into the City’s sanitary sewer and
then clean the sanitary sewer. The City will not pay for work on the lateral but will pay to have
the sanitary sewer cleaned.
CITY HALL PARKING LOTS
Bid opening is scheduled for April 13, 2023, at 10:00 AM. There are two prime bidders who have
checked out plans thus far.

Security Services
Section 1: Introduction
The City of Riverdale, Iowa ("City"), population 379, seeks quotations from qualified contractors to
provide security services for its City Hall located at 110 Manor Drive, Riverdale, Iowa, 52722, along with
other locations throughout the City. This document is a Request for Quotation (RFQ) for the services
described below and does not oblige the City to accept responses from eligible contractors. The RFQ
establishes minimum requirements that a bidder must meet in order to be eligible for consideration as
well as information to be included in the contractor's bid response.
Carefully examine the specifications, conditions, and limitations.
The selection of the successful contractor will be made based on the City's evaluation and determination
of the relative ability of each bidder to deliver quality service in a cost-effective manner.
The following specific criteria will be evaluated and must be addressed in the proposal:
1. Company history, organization, staffing information, and references.
2. Cost proposal and invoicing requirements.
3. Training programs.
The City is not obligated to accept the lowest bid and reserves the right to reject any and all bids or

This RFP is broken into two sections:

1. Currently, the City has the following components in-place:

▪ 6 Honeywell access control readers

▪ 100 HID key fobs and cards
▪ 24/7 monitoring service
Bidders should quote section 4.1 to provide ongoing maintenance to the existing
infrastructure and 24/7 monitoring services.
Notes:
With the current system, City Hall is accessed through 3 doors with keycard scanning
capabilities. The fire department is accessed through 3 doors with analog PIN access,
which is not connected to the City Hall security system. All City Hall employees, and select
fire department employees, are issued keycards for access to City Hall. All remaining fire
department employees are issued a PIN for access only to the fire department's 3 doors.
People who rent City Hall for events are issued keycards that are programmed only for the
day of the rental. They're required to return the keycard after their rental.
Additionally, the surveillance cameras in-place are all hardwired to a monitor and
computer in the office at City Hall. This is the only location where surveillance cameras
can be monitored and/or footage reviewed in the event of an incident.
There is a separate computer system to manage the keycards that requires access through
the City's IT vendor. Keycard maintenance and reports are accessible only on this
computer.

2. The City is considering updates/upgrades to the current security system:
▪ Replacement of all 9 surveillance cameras
▪ Installation of 9 additional surveillance cameras (for a total of 18 cameras)
▪ Replacement of 2 Honeywell alarm panels
▪ Replacement of 6 Honeywell access control readers
▪ Installation of 6 additional access control readers
▪ Installation of 6 PIN pad/keypads
▪ Cloud-based surveillance camera monitoring and keycard maintenance
▪ Keycards that additionally act as employee identification cards
Bidders should separately quote section 4.2 to include the replacement and installation of
all items stated above and any other items it deems necessary for the successful operation
of the security system.
The City's vision for how the security system would operate with these upgrades includes
the following:
City Hall and the fire department would be accessible through 6 doors with keycard
scanning and PIN pad/keypad access. If an employee forgets their keycard, they would be
able to access facilities using their unique PIN to disarm and arm the security system.
Individual keycards should have the ability to be programmed for each of the 6 doors
separately. (For example, most fire department employee badges would only have access
to the 3 fire department doors; however, all City Hall employees would have access to all 6
doors, etc.). A unique PIN would be required for each keycard. City staff would be able to
program additional PINS (without keycards, or with keycards that aren't distributed) for
room rentals that have specific days/hours of operation.
The City would like to design (or utilize a template to design) the keycards to additionally
function as employee identification badges for those badges issued to employees. It
would be helpful if badges could be printed on-site and on-demand.
It is anticipated that cameras will be installed in: (1) City office, (1) administrative office, (1)
council chambers, (1) community room, (1) hallway with two views, (2) fire station, (1)
north side of building to capture 2 exterior doors and parking lot for two total views, (1)
east side of building to capture 1 exterior door and walkway for two total views, (1)
southeast parking lot to capture 1 exterior door and parking lot, (1) southwest driveway to
capture 1 exterior door and driveway for two total views, (1) Volunteer Square Park, (2)
Bicentennial Park, (1) Bellingham Bike Stop, (1) Mississippi River Trail at South Kensington
Street, (1) Peggy's Park, and (1) VanGundy park.

The last 7 cameras on the list should have data capabilities, as they would not be attached
to City Hall and would be installed at remote locations.
The monitoring for all surveillance cameras should be cloud-based and accessible by
select City staff via the internet from any location at any time through a secure login.
Select City staff should also have the ability to immediately deactivate PINS and keycards
via the internet. Surveillance cameras should have at least 72-hour recording capability
before being rewritten. Select City staff should have access to recordings via the internet.
Recordings should be able to be snipped and downloaded for insurance, law enforcement,
etc., reasons.
Section 5: Instructions to Bidders
Bidder is to address the following subjects in the response:
1. Company history, organization, staffing information, and references.
Provide a brief company history, mission statement, and organizational summary. Explain
ownership (public or private) and include brief biographical information regarding the
personnel who would be directly responsible for the management and local supervision of
this project. Provide at least three (3) client references whose facilities are comparable in
size, profile, and security services provided. Include company name, address, contact
person, contact phone number, and contact email.
2. Cost proposal and invoicing requirements.
Provide the costs associated with the items outlined in section 4, breaking the quotation
into sections as indicated in this RFQ. Note your company's payment requirements (Net
15, Net 30, annual billing, quarterly billing, etc.).
3. Training programs.
City staff will need to be trained in the use of security hardware and software. Provide the
types and quantity of staff training, whether on-site or remote, and a training timeline.
