AGENDA 6:30 pm • Public Hearing The Brewster 'Planning Board will hold a public hearing on WEDNESDAY, March 9, 2096, beginning at 6:30 pm in the Brewster Town Office Building at 2198 Main Street„ Brewster, MA. The following will be heard: Proposed Annual Town Meeting Articles: The Public Hearing will be held for consideration of Bylaw amendments to be submitted on the Town of Brewster's Annual Town Meeting Warrant. The proposed Zoning Bylaw amendments are as follows: GENERAL BYLAW AMENDMENT/Stormwater Management Bylaw ARTICLE NO. ##: To see if the Town will vote to add a Chapter 272 to the Brewster Town Code by adding new text. Summary for the Stormwater Bylaw This proposed Bylaw was created in order to comply with current requirements of the Town's 2003 Federal National Pollutant Discharge Elimination System (NPDES), Municipal Separate Storm Sewer System (MS4) Stormwater Permit and to implement key recommendations of Brewster's Integrated Water Resource Management Plan (IWRMP) for nitrogen reduction in the Pleasant Bay Watershed. This Bylaw will help minimize the impact of polluted stormwater runoff on the Town's ponds, beaches, wetlands and groundwater resources from new development as well as providing opportunities to fix water quality and flooding problems at existing sites during redevelopment and road improvement projects. Single and two-family residential projects will not be required to obtain a Stormwater Management Permit (SMP) or appear before the Planning Board; however, they may have to evaluate options for minimizing stormwater runoff as part of the Building Permit process. The draft Bylaw requires any multi- family, commercial, or industrial activity development and redevelopment project town-wide that disturbs 2,500 sq. ft. or more of land to obtain an SMP. Some paved and unpaved road improvement projects may be subject to these requirements. The Planning Board will be the primary permit granting authority for this Bylaw. To streamline the review process, the Conservation Commission will be the stormwater permit authority for projects within their jurisdiction.
