Mayor Harker called the regular meeting of the City Council to order at 7:32 p.m. 2. The invocation was given by Pastor A. R. Hagen, Seventh Day Adventis Church, 9664 Broadway, Temple City. 3. The Pledge of Allegiance was led by Mayor Harker. 4. ROLL CALL: PRESENT: Councilmen- Beckley ,Briggs,Merritt,Tyrell,Harker ABSENT: Councilmen -None ALSO PRESENT: City Manager Koski, Assistant City Attorney Lieberma Traffic Engineer Envall APPROVAL OF MINUTES: t Councilman Beckley moved to accept the minutes of the regular meeting of December 2, 1969, as printed, seconded by Councilman Briggs. The motion carried, with Councilman Tyrell abstaining. UNFINISHED BUSINESS: 6. ORDINANCE No. 69 -300: 2nd read. Re. Amendment to Temple City Zoning Code with respect to walls, hedges and fences on corner and reverse corner and key lots in residential zones. Assistant City Attorney Lieberman presented Ordinance No. 69 -300 entitled AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF TEMPLE CITY AMENDING THE TEMPLE CITY ZONING CODE RELATING TO THE HEIGHT OF WALLS, FENCES AND HEDGES, by title only, for second reading. Councilman Merritt moved to waive further reading and adopt, seconded by Councilman Briggs and unanimously carried. 7. ORDINANCE No. 69 -301: 2nd read. Re. Amendment to Temple City Zoning Code with respect to exterminating (pest control) businesses. Assistant City Attorney Lieberman presented Ordinance No. 69 -301 entitled AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF TEMPLE CITY AMENDING SECTION 9390 OF THE TEMPLE CITY MUNICIPAL CODE, by title only, for second reading. Councilman Beckley moved to waive further reading and adopt, seconded by Councilman Merritt and unanimously carried. NEW BUSINESS: 8. RECOMMENDATIONS FROM PLANNING COMMISSION - Meeting of December 9, 1969 City Manager Koski advised that the Planning Commission had adopted Resolution 69 -363 PC recommending amendment to the Temple City Municipal Code relating to rear yard setbacks in C -2 zone, adjacent to Pedestrian Malls. Councilman Tyrell moved to set Public Hearing for Tuesday, January 6, 1970, at 7:30 p.m. in the Council Chambers of the City Hall, seconded by Councilman. Briggs and unanimously carried. 9 RECOMMENDATIONS FROM TRAFFIC COMMISSION - Meeting of December 3, 1969 A. ITEM 6 - ROSEMEAD BOULEVARD AT OLIVE, SERENO AND PENTLAND - Turning Modification. Traffic Engineer Envall advised that the Traffic Commission recommended the placing of red curb markings on the east side of Rosemead Boulevard for distance of 30 feet north of Pentland, 25 feet north of Sereno Drive, and 30 feet north of Olive, subject to State Encroachment Permit, for the purpose of 1 I10. 1970 STORM DRAIN BOND ISSUE - STATUS REPORT City Manager Koski.presented a report prepared by the Director of Public Works, listing critically.or urgently needed drains for the City of Temple City. Council discussed the location of the drains, noting that two of them were on recently improved streets, however it was also noted that it would be several years before storm drain construction could be scheduled if the Bond Issue is successful. Councilman Tyrell moved to receive and file the report, -seconded by. Councilman Merritt and unanimously carried. 11. PERSONNEL APPOINTMENTS: Council. Minutes, December 16, 1969 - Page 2 aiding U -turns at these non=- signalized intersections; and to request the State Division of Highways to place a left -turn pocket in the median divider at Olive to air northbound traffic. Councilman Merritt .moved to approve, seconded by Councilman Briggs and unanimously carried. B. ITEM 7. LAS TUNAS DRIVE. SHERIFF'S STATION FRONTAGE - Restricted Parking. Traffic Engineer Envall advised that the Traffic Commission had recommended . placing - "No Parking At Any Time" signs on the south side of Las Tunas Drive for the entire frontage of the Sheriff's Station (to Eaton Wash), to open up visibility for eastbound traffic on Las Tunas Drive. Councilman Merritt noted that this would seriously restrict parking for businesses of close proximity. He also inquired as to why parking is restricted by red curb markings on the bridge over the wash, which would accommodate additional parking for these same businesses. Councilman Tyrell suggested reducing the amount of footage for the proposed restriction on parking to include the space in front of the'Sheriff Station parking lot only, and not extend all of the way to Eaton Wash, and so .Moved. The motion was seconded by Mayor Harker and unanimously carried. Mayor Harker ordered the restriction to be placed from the west parking lot boundary only as modified by this motion. At a later time in the meeting, Traffic Engineer Envall reported that upon reviewing the Vehicle Code, Section 22500 provided that City governments, pursuant to ordinance within their respective jurisdiction, may permit parking on a bridge where proper conditions are met, Councilman Tyrell moved to have the restriction (red curb markings) removed from the bridge over the wash on Las Tunas, both north and south. The motion was seconded by Councilman Merritt and unanimously carried. City. Manager Koski presented Resolution No. 69 -975, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TEMPLE CITY APPOINTING PERSONNEL - TEMPORARY. Councilman Tyrell moved to approve, seconded by Councilman Beckley and unanimously carried. 12. WARRANTS & DEMANDS: RESOLUTION No. 69 -976 - Demand Nos. 1163 through 1248, in the amount of. $266,024.71 Councilman Merritt moved to adopt Resolution No. 69 -976, A RESOLUTION OF THE CITY COUNCIL OF THE CITY'OF TEMPLE CITY ALLOWING CLAIMS AND DEMANDS IN THE SUM OF $266,024.71, DEMAND NOS. 1163 through 1248. Councilman Tyrell seconded, and the motion carried unanimously. 13. COMMUNICATIONS: A. City Manager Koski presented a communication from the Ki.wanis Club to hold their annual Line of Dimes solicitation on January 16, 1970, from 11:40 a.m. to about 5:15 p.m., and the Future Parents March on January 30, or February 2, 1970, from 6:00 p.m. to 8:30 p.m.' Following discussion relative to use of sound system and safety Council Minutes, December 16, 1969 - Page.3 precautions, it was moved by. Councilman Merritt to approve, subject to necessary insurance coverage, and that no minors be allowed on the streets. The motion...was seconded by Councilman Tyrell and carried unanimously. B. City/Manager Koski presented a communication from Martin and Chapman, Election Suppliers, providing a quotation for services for the general municipal election to be -held on Tuesday, April 14, 1970, in the amount of $1,994.08. Councilman Tyrell moved rto accept the proposal, seconded by:Councilman Briggs and unanimously carried. • C. City, Manager Koski presented a communication from County of Los Angeles, Department of Real Estate Management to consider renewal of services agreement for 1970 -71, for grounds maintenance of county buildings in the civic center. He. advised .that staff recommendation was to approve the agreement with 5 % increase from $660 to $696. Councilman Tyrell moved to approve the renewal of agreement for grounds maintenance services with the County of .Los Angeles Department of Real Estate Management, with cost of services provided by the City to be increased in the amount of 52% as recommended by staff, seconded by Councilman Briggs and unanimously carried. 14, TIME FOR THOSE IN THE AUDIENCE WHO WISH TO SPEAK: No one came forward at this time. However, Jerry Kolb, 6403 Temple City Boulevard, who entered later in the meeting, came forward then to tell the Council that he had attended a recent meeting of the South Pasadena Multiple Board of Realtors, and that Mayor William Harker of South Pasadena was a guest at that meeting. Mr. Kolb stated that he extended unofficial greetings to the. South Pasadena Mayor from Temple City's Mayor Harker, and that return greetings were extended. 15. MATTERS FROM CITY OFFICIALS: A. Councilman Briggs inquired as to the status of investigation of complaint against tropical bird farm at 4935 N. Doreen Avenue. City Manager Koski advised that Public Hearing had been set before the Planning Commission re. nuisance abatement, for Janual-y 13, 1970, at 7:30 p.m. in the City Hall. B. Pursuant to mutual concern expressed by the city councilmen of the cities of Rosemead and Temple City, it was determined that a committee be established to study the future development of proposed Freeway 164 (Rio Hondo), to be located somewhere in the general vicinity of Rosemead Boulevard. Mayor Harker appointed Councilman Beckley and Councilman Merritt to be City of Temple City representatives on this committee, which is ultimately expected to have representation from all cities which will be affected by the proposed freeway. C. Councilman Tyrell advised that George Voigt, Executive Secretary for Contract Cities Association, was setting up a television interview to discuss costs of sheriff's services to contract cities. Councilman Tyrell was commended by his fellow councilmen for his efforts in this behalf, and was directed by the chair to continue with his efforts in the television interview as discussed. D. City Manager Koski advised that a resolution had been prepared in line with one adopted by the City of Duarte in support of the efforts of the University of California to dis- charge a self - acknowledged communist, as requested by Council. Councilman Merritt moved to adopt Resolution No. 69 -977 A Council Minutes, December 16, 1969 - Page 4 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TEMPLE CITY, CALIFORNIA COMMENDING THE BOARD OF REGENTS OF THE UNIVERSITY OF CALIFORNIA, FOR THEIR EFFORTS TO DISCHARGE A SELF- ACKNOWLEDGED MEMBER OF THE COMMUNIST PARTY FROM TEACHING AT A TAX - SUPPORTED STATE UNIVERSITY, AND URGING THEM TO PURSUE LEGAL APPEAL. The motion was seconded by Councilman Briggs and unanimously carried. E. City Manager Koski advised that the Chairman of the Parking Commission had received a request to consider two -hour parking restrictions in the south half of parking lot east side of Temple City Boulevard, south of Las Tunas, and that members of the Parking Commission had been polled and recommended that the restriction be placed on the lot during the Christmas shopping season. Following discussion of the problem of providing reasonable turn -over in the downtown parking lots, Councilman Beckley moved that all public parking lots be posted for two -hour parking, as a temporary measure, from now until December 24, 1969, with the exception of Parking Lot 7, south of Woodruff and east of Primrose, seconded by Councilman Tyrell and unanimously carried. Traffic Engineer Envall was directed to accomplish the posting with temporary type signs not later than Friday, December 19, 1969. F. City Manager Koski advised that reservations had been made for Councilman Beckley and Mayor Harker to attend the California Contract Cities Legislative Conference to be held in Sacramento January 21 -22, 1970. Councilman Merritt moved to authorize the preparation of the necessary warrants for the registrations, and to authorize the attendance of Councilman Beckley and Mayor Harker at the conference, seconded by Councilman Briggs and unanimously carried. Other discussion at this time relative to parking restrictions on bridges has been included with subject report in Section 9B of these minutes. 16. ADJOURNMENT: Councilman Tyrell moved to adjourn to a study session at 8:10 p.m., seconded by Councilman Briggs and unanimously carried. Next regular meeting of the City Council will be held on Tuesday, January 6, 1970, at 7:30 p.m. in the Council Chambers of the City Hall. MAYOR ATTEST:
