A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF LYNWOOD APPROVING A SUBSTANTIAL
CHANGE TO THE CITY' S HUD CONSOLIDATED PLANS
FOR FISCAL YEAR 1995 AND FISCAL YEAR 1997
, WHEREAS, on May 6, 1995, the Lynwood City Council approved the Final
Consolidated Plan One Year Action Plan, which included an allocation for Natatorium
Renovation in the amount of $75Q000; and
WHEREAS, on May 16, 1997, Lynwood City Council approved the Final
ConsolidaYed Plan One Year Action Plan, which include the following activities and
allocations:
1. HUD Administration $380,000
2. Public Improvements(street improvements) $94Q566
3. Lynwood Business Institute $178,000
4. Lynwood Economic Employment Development (LEED) $250,000
5. Project Impact $60,000
6 Lynwood Community Partnership $79,075
7. Building Bridges $15,925
8. Genesys Academy $15,000
9. Teen Challenge $I5,000
WHEREAS, City Council wishes to reappropriate CDBG funds and amend
fiscal year 1995 and fiscal yeaz 1997 Consolidated Plans and use of funds , in order to meet
' current priority public improvements needs; and
WHEREAS, an amendment to the City's fiscal year 1995 and fiscal year 1997
Consolidated Plans constitute a Substantial Change.
NOW, THEREFORE, the City Council of the City of Lynwood does hereby
find, determine, order and resobe as follows:
SECTION 1. Approve and Adopt amendments to Fiscal Year 1995 and
Fiscal Year 1997 Consolidated Plan, reflecting a Substantial Change to:
a) Cancel FY95 Natatorium Improvement project and reappropriate
remaining balance of $600,000 to FY97 Public Improvements;
b) Cancel FY97 Lynwood Business Institute Program and reappropriate
remaining balance of $117,000 to FY97 Public Improvements;
c) Cancel FY97 Lynwood Economic Employment Development
program and reappropriate remaining balance of $161,500 to funds
to FY97 Public Improvements;
' d) Cancel Project Impact Program and reappropriate remaining balance of
$15,000 to FY97 Public Improvements;
(e) Cancel Lynwood Community Partnership Program and reappropriate
remaining balance of $24,632 to FY97 Public Improvements;
(fl Cancel Building Bridges Program and reappropriate remaining balance
of $15,925 to FY97 Public Improvements;
(g) Cancel Gensys Academy Program and reappropriate remaining balance
of $6,250 to FY97 Public Tmprovements;
(h) Cancel Teen Challenge Program and reappropriate remaining balance
of $3,700 to FY97 Public Improvements;
(i) Amend FY97 HUD Administration allocation from $380,000 to
$26Q000. Reappropriate remaining balance of $12Q000
to FY97 Public Improvements.
(j) Increase FY97 Public Improvements/Street Improvements project
allocation from $940,566 to $2,004,573
SECTION 2. The City Manager of his designee is authorized to amend the
Consolidated Plans for fiscal year 1995 and fiscal year 1997 to reflect Substantial Changes,
and authorized all fund transfers.
SECTION 3. This resolution shall become effective immediately upon its
adoption.
