A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD APPROVING
THE FOLLOWING ALLOCATION OF LOCAL LAW ENFORCEMENT BLOCK GRANTS
FUNDS: CONTINUING TO FUND THE ADDITIONAL 20 HOURS A WEEK UNDER THE
BIKE PATROL PROGRAM ($241,935); 2) CONTINUE TO FUND TWO (2) COMMUNITY
SERVICES OFFICERS ($62,400); 3) PURCHASE VIDEO CAMERAS FOR SHERIFF
PATROL VEHICLES ($35,965); AND 4) ESTABLISH A CIVILIAN PUBLIC SAFETY
OFFICER (DIRECTOR) POSITION TO DIRECT CRIME PREVENTION AND PUBLIC
SAFETY PROGRAMS ($62,893) AND APPROPRIATE $34,607 FROM THE GENERAL
FUNDS TO SUPPLEMENT THE LOCAL LAW ENFORCEMENT BLOCK GRANTS
PROGRAM'S ALLOCATION FOR THIS POSITION.
WHEREAS, the Omnibus Fiscal Year 1997 Appropriations Act, Public Law 104-208,
provides $523 million for the implementation of the Local Law Enforcement Block Grants (LLEBG)
Program; and
WHEREAS, the purpose of the LLEBG Program is to provide funds to units of local
government to underwrite projects to reduce crime and improve public safety; and
WHEREAS, pursuant to Resolution No. 97-152, the City Council directed the City
Manager to draft the proposed allocation of funds under the LLEBG Program, to organize the
advisory board, and to schedule a public hearing on the proposed use of the grant funds; and
WHEREAS, the advisory board on February 18, 1998 reviewed the proposed allocation of
the LLEBG funds and recommended the following allocation: continuing to fund the additional 20
hours a week under the Bike Patrol Program ($241,935); 2) Continue to fund two (2) Community
Services Officers ($62,400); 3) purchase video cameras for Sheriff patrol vehicles ($35,965); and
4) Establish a civilian Public Safety Officer (Director) position to direct crime prevention and
public safety programs ($62,893).
WHEREAS, the City Council conducted a public hearing on March 17, 1998 to receive
comments on the proposed use of LLEBG funds; and
NOW THEREFORE, BE IT RESOLVED THAT THE CITY COUNCIL OF THE CITY OF
LYNWOOD, STATE OF CALIFORNIA, DOES HEREBY RESOLVE, DECLARE, DETERMINE
AND ORDER AS FOLLOW:
SECTION 1. That the City Council authorize the following allocations of the 1997
LLEBG funds:
1) Continue the additional 20 hours a week under the Bike Patrol Program $241,935
2) Continue to fund two (2) Community Services Officers $62,400
3) Video cameras for Sheriffs patrol vehicles $35,965
4) Civilian Public Safety Officer (Director) $62,893
SECTION 2. That the City Council appropriate $34,607 from the general funds and or
other applicable funds to supplement the salary of the Civilian Public Safety Officer (Director)
position.
SECTION 3. That this resolution shall take effect immediately upon its adoption.
